Elizabeth Price Joyner

Greenville, North Carolina - Elizabeth (Beth) Price Joyner, 77, of Greenville, NC, passed away on Friday, July 5, 2024.
Ms. Joyner was born in Norfolk, Virginia, on December 22, 1946, and was the daughter of the late James Gilbert Price and Ruth Green Price. She attended public schools and graduated from James Madison University, majoring in Institution Management/Dietetics with minors in Chemistry and Biology. She was a sister of the Alpha Sigma Alpha sorority. After her children were born, she completed her Master's Degree from the University of North Carolina at Chapel Hill in Health Policy and Administration.
Ms. Joyner served as the Executive Director of the Dairy Council of Shenandoah Valley, Nutritionist at Roanoke-Chowan Hospital in Ahoskie, NC, and Public Health Director in both Bertie and Craven Counties. While working for the state, she instituted the statewide Breast and Cervical Cancer Control Program and the Adult Immunization Program. She was active in many professional associations, including her service as the President of the NC Association of Local Health Directors. She was named the Tar Heel of the Week by the News and Observer in recognition of her contributions to public health.
Ms. Joyner was baptized, confirmed, and married in the Episcopal Church of the Ascension in Norfolk. She remained a dedicated member of several Episcopal churches in both North Carolina and Virginia, serving as a Lay Reader, Sunday School Teacher, and a member of the Vestry and Choir. She also served faithfully as a Stephen Minister, providing compassionate care and support to those in need.
Surviving are her children: Elisabeth Joyner Rascoe and husband Francis Edward Nixon Rascoe, Sr. of Windsor, NC; Stephanie Joyner Phelps and husband Henry Haywood Phelps, III of Greenville, NC; and David Charles Joyner, Jr. and wife Meredith Galloway Joyner of Kill Devil Hills, NC. She is also survived by five grandchildren: Francis Edward Nixon Rascoe, Jr., Mary Charles Phelps, Elisabeth Joyner Rascoe, Henry Haywood Phelps, IV, and David Charles Joyner, III; her brother, James Gilbert Price, Jr. of Chesapeake, Virginia; and her two nieces, Taurin Brae Price and Braelin Elisabeth Price.
Funeral services will be held on Tuesday, July 16, at 1:00 in the Episcopal Church of the Ascension, 405 Talbot Hall Road, Norfolk, by the Rev. Stewart Tabb. The Burial will follow at Forest Lawn Cemetery, 8100 Granby Street, Norfolk. There will be a gathering of family and friends at the church one hour prior to funeral services from 12:00 until 1:00 p.m.
