Wilmington, North Carolina - Timothy Carstarphen Burgess, 59, of Wilmington, NC died on April 7, 2023, in the Lower Cape Fear Hospice Life Care Center after a courageous battle with Leiomyosarcoma. Tim was born on November 15, 1963, in Raleigh, NC to the late Walter Carstarphen Burgess and Alta Ruth Cooke Burgess Spain.
Tim is survived by his wife of 26 years, Joy Hambrick Burgess, his daughter, Emily Adair Burgess, his sisters, Carol Ruth Burgess, Patricia Burgess Perry (Rudy), and Laura Burgess Stephenson (Steve), and his step-brothers, Tim Edwards (Brenda), Ted Spain (R'ami) and Wes Spain (Cynthia).
Tim was an active member of Wrightsville Beach Baptist Church where he enjoyed teaching the Fellowship Sunday School Class and serving on the Greeter Team. He was a member of the Alabama State Bar Association and the District of Columbia Bar Association.
Tim earned a Juris Doctor from Faulkner University and a Bachelor's and Master's Degree from Campbell University. He began serving as an assistant county manager for New Hanover County in July 2012 and became deputy county manager in June 2019. Prior to coming to New Hanover County, Tim served as the assistant county manager for Alamance County, town manager for the Town of Wendell, and practiced criminal and family law in Montgomery, AL.
The family would like to express their appreciation for the many acts of kindness that have been shown to them during Tim's journey with cancer. We are thankful for the excellent care he received from his surgeons and the staff at Novant Health in Wilmington, NC, his oncology team at the Winship Cancer Institute at Emory in Atlanta, GA, and the staff at the Lower Cape Fear Life Care Center in Wilmington, NC.
A Visitation will be held from 3:00 pm to 5:00 pm on Tuesday, April 11, at Andrews Mortuary, 1617 Market Street, Wilmington, NC 28401. Funeral Services will be held at 10:00 am on Wednesday, April 12, at Wrightsville Beach Baptist Church, 601 Causeway Drive, Wrightsville Beach, NC 28480. Tim will be buried at 2:30 PM Wednesday in Greenmount Cemetery, Wendell, NC.
In lieu of flowers the family request memorial contributions be made to Wrightsville Beach Baptist Church, the Lower Cape Fear Life Care Center, or to the National Leiomyosarcoma Foundation.

Sending Tim's family my deepest condolences. I worked with Tim a few times during Hurricane Florence and remember walking the ditches with him talking about the mosquitoes. He was very kind and calm. I am saddened to know that he had the same rare cancer my sister died from. This touched my soul deeply. I will keep his family in my thoughts and prayers.

In 2016, while serving as a member of the Clayton Town Council, I had the pleasure of meeting Tim. I was immediately impressed by his professionalism and the manner in which he treated others. Since then, he has always made himself available for any questions I had about local government or when I was in Wilmington and just wanted to stop in and catch up. I have lost a friend and advisor. My prayers are for God to provide his family with peace and comfort as they grieve their loss and fill them with joy knowing he is with our Savior, Jesus Christ.

I worked with Tim in Alamance County. As a coworker you could not ask for a better man to have in your corner. He was a man of great integrity and unblemished character. Tim always took the right path, the high road, no matter how hard it got. I have the utmost respect for Tim and I am very sad that he has left this earth. I was very lucky to have known him and I count him a friend. May God bless and care for his family.

Tim's kind and positive spirit was felt throughout our office every day. He was often the first person I saw in the morning and the last one I saw in the evening at work. Always greeted with a "Eliza how're we doing today?" and sometimes a quick chat. He spoke often of his loving wife and how proud he was of his daughter. One day he showed me a picture of his sweet tiny dog, Precious, and her laser goggles she had to wear for a surgery. He was laughing and smiling and was so tickled by the photo. I never reported to him directly but would always jump at the chance to help him with anything he needed because I enjoyed working with him so much. Tim's leadership and kindness is something I will never forget and I feel very lucky I had the opportunity to get to know him, even just a little bit.

Emily Adair, he was so proud of you and was looking forward to your graduation. I felt honored to call him my friend. We worked many years together at the NC Dept. of Revenue. For the last ten years my office has been 100 feet down the hall from Tim’s office. Rarely a day went by that he didn’t stop by to chat. We talked about our families and sports and the things we planned to do in the future. He almost became like a younger brother over the years.

When he was diagnosed with cancer his true character came through. He was absolutely grounded in his faith and used this test to tell the rest of the world why he was full of joy even as his body failed him. Over the last few months some of our chats each day included my experience years ago when my first husband died of cancer at a young age. I think in spite of his faith he worried about his family .I hope he knows they will be ok and will live the rest of their lives knowing how much he loved them.

Tim.I will miss you so very much.you set the bar very high for the rest of us.

I worked with Tim during his tenure with NHC . A true gentleman who often spoke of love for Joy and Emily . Tim kept an immaculate office with the door always open for a conversation . When Tim was diagnosed with cancer , he professed his faith often and was at peace with his journey . I saw him at hospice Monday and he said “ how are you “ . Goodbye to one of the finest men I have ever known .

We first met Tim and Joy at First Baptist Church Montgomery, AL . We immediately knew how sweet and kind they were. We had a Sunday School supper club and enjoyed spending time with them there, as well. While we were happy for Tim’s new job in North Carolina, we were sad to see these sweet friends move. We are so sorry to hear of Tim’s passing but we know he passed from this life into eternal life with Jesus! We will see him again! We are praying for Joy and Emily Adair during this difficult time. I will continue to love Tim and his memory. Tim was a thoughtful and caring supervisor who always had time for me and my concerns about how things were going. He especially liked talking about the things that were going well and was as uncomfortable as me when we had to do things that challenged our sensibilities. Tim shared his life with us (his direct reports) in a selfless way that I remember and try to emulate when I can. I loved that he would invite us to his house to be with Joy in his house to share a meal and a prayer. This was special in my memories of Tim. Tim had a plan to retire in 5 years when I first met him and it brings sorrow to me now knowing that he did not get to do that. But it is likely he felt there was work to be done and people to love and protect which is why he didn’t retire as soon as he hoped - at least in my mind it is likely. Anyway, I am so sorry he has left us here on Earth but I will think of him and how he showed his love and will let his spirit live through me.

Our hearts go out to Tim’s family. Met Him in Montgomery, Alabama where he was in Law School, and he immediately fit into our family of two sons. He ate Sunday lunch with us almost every week for a long time and then he met Joy and the rest is history! We love this sweet family
