JOHN DOWNEY Obituary

DOWNEY, HON. JOHN T. (“JACK”) The Hon. John T. (“Jack”) Downey of New Haven, loving husband of Audrey Lee Downey, passed away on Monday, November 17, 2014 at the Connecticut Hospice in Branford, in the company of beloved family. Jack was born on April 19, 1930 in Wallingford, CT, and lived 40 years in the city of New Haven. Jack was the first son of Wallingford probate judge John E. Downey and Mary V. O’Connell of New Britain. He graduated from Saint Joseph’s School in 1943, and the Choate School in 1947. In 1951, Jack graduated from Yale University, having been a member of the university’s football, wrestling, and rugby teams. He was also a member of fraternal order Saint Anthony Hall. He joined Central Intelligent Agency directly out of college, and after six months of training, was sent to Japan as part of the US’s efforts during the Korean War. On November 29, 1952, he was ordered onto an airborne mission over the People’s Republic of China, but his plane was ambushed and shot down. He and the only other survivor – CIA officer Richard G. Fecteau – were immediately captured, and eventually sentenced to “life” and twenty years in prison, respectively. After Richard Nixon reestablished relations with China in 1971, Jack’s life sentence was commuted to an abridged term limit. A year and half later, spurred by Jack’s ailing mother, Secretary Henry Kissinger negotiated an expedited release, and Jack came home on March 9, 1973 to be reunited with his family after twenty-and-a-half years. In 1976, Jack graduated from Harvard Law School, and passed the Connecticut Bar. He practiced private law briefly at a firm in Wallingford, until 1978, when he was appointed Secretary of Business Regulation by Gov. Ella T. Grasso, and, later, Commissioner of the Public Utility Control Department. In 1987, Jack was appointed to a Superior Court judgeship by Gov. William O’Neill. He eventually reached the position of Chief Administrative Judge for Juvenile Matters, before retiring in 1997 – although he continued to work part-time as a trial referee until this past winter. In 2002, the New Haven Courthouse and Detention Center was renamed in his honor. In 2004, Jack was inducted into the Choate Rosemary Hall Athletic Hall of Fame, and has also served as an associate fellow of Timothy Dwight College at Yale University. In 2013, He received an Honorary Doctorate of Humane Letters from Albertus Magnus College, and an honorary plaque from the Henry C. Lee College of the University of New Haven. In 1974, Jack and Richard Fecteau received the Exceptional Service Medallion and Distinguished Intelligence Medal from the Central Intelligence Agency, awarded by then-director William E. Colby. They were also awarded the Director’s Medal for service by George J. Tenet in 1998, and a National Clandestine Service Medal from the Agency’s East Asia Division by Leon Panetta in 2010. On December 9, 2013, Downey and Fecteau received the Distinguished Intelligence Cross – the CIA’s highest honor for valor – from the current Director of Central Intelligence, John O. Brennan. He is survived by Audrey Lee Downey, his wife of forty years, son Jack Lee Downey, a professor at La Salle University in Philadelphia, and brother William F. Downey, of New York City. He is predeceased by his sister Joan Walsh of Nashua, NH, who is survived by her children, Mary Pacheco, Sheila Walsh, Daniel Walsh, Anne Walsh, and Eileen Walsh. Visitation will be held Wednesday, November 19, 2014 from 4 p.m. until 8 p.m. at the Wallingford Funeral Home, 809 N. Main Street Ext., Wallingford. A Mass of Christian Burial will be celebrated Thursday, November 20, 2014 at 10 a.m. in Most Holy Trinity Church, 84 N. Colony Street in Wallingford. Those attending the mass are asked to meet directly at church. Family and friends are invited to attend the burial service at St. John’s Cemetery, on Christian St., in Wallingford. I met John in the fall of 1974 while attending the Harvard "B" school. I wanted to see the Ali/Foreman fight on the big screen at the Boston Garden with a classmate who invited someone from the Law School that I didn't know. The three of us took the train to the Garden. Before going inside, John bought a six pack that he concealed under his overcoat. We bought rather inexpensive seats but moved down to better seats after the fight started. We enjoyed casual conversation and I learned some interesting details about his past. I shared some of my experiences as a former Army officer. To me, John resembled the actor Ernest Borgnine. I instantly liked and admired him this man who was 16 years older. I knew little of John's accomplishments after leaving Harvard and only learned of his passing this week. We were just three guys at a fight having a beer. Greatly saddened, my thoughts and prayers are with the family.

John 11:33 says: "When Jesus saw her weeping and the Jews who had come with her weeping and groaning, he groaned within himself and became troubled." Jesus expressed tears when his friend Lazarus died, he knows how it feels to lose a dead loved one and he understands what you and your family are experiencing. Dear Audrey: We just know the sad news from the New York Times. It's like yesterday when we visited your beautiful home and adorable baby Jack. John's attititue toward life was beyond nations and race. We thank John for his words “You have to come to terms with some very hard facts and learn to narrow your expectations, you face the fact that this is where you're at, and where you may well be for the rest of your life. You discover the world can get along very nicely without you.” Yes, we'll find happiness and courage at any situation because things can only get better.
We are still at the same old address and same telephone number. Please don't forget you still have your old friend in New York City waiting for your call.

Sincere condolences to the family, and my sympathies at the loss of a fine and decent man.

I was fortunate to meet Jack at Harvard Law School, just six months after his release. I have fond memories of riveting conversations about his remarkable journey, including his captivity, and an indelible image of him proudly dressed in his Yale letter sweater. I'll forever remember the twinkle in his eye as he grinned at me, a recent Yale graduate, as if we were all part of the class of 1951.

Perhaps most of all, I remember his humor and humility. In those Paper Chase days I recall remarking to him that when I was in class, worried that a professor would call on me, I would look over at him and say to myself, "Hey, get a grip on yourself. It could be a lot worse -- you could be spending 20 years in a Chinese prison." I'll never forget Jack's reply. He told me, "Hey, I wish I had someone like that. I'm terrified he'll cal on me."

The Hill Family of WV sends their sincerest sympathies to the Downey Family. Our father, Bud, was a close friend of Jack's during their Yale years. One of the few items Jack was allowed to keep while in prison in China was a photo of myself, then an infant, and my older brother, Rennie, 3. I had the privilege of meeting Jack soon after his release in CT with my parents, who are now deceased. Jack visited my family in Fayetteville, WV around my 18th birthday (6/1974). He gave me a bottle of bourbon, a deck of cards, and a pair of dice as birthday gifts! He was a great man and so dear to my parents' hearts. I will never forget him. The world may have lost another hero but heaven has gained a true blessing of a man.

What a wonderful, kind and honorable man that will be missed by all that knew him. I remember as a child watching the television in Pine Orchard about his capture and his mother's pleas to release him. I followed the story through his release. At the time I didn't know him or his family and when I met him through our sons' friendship and Foote, he seemed larger than life to me. What a true American hero and a exemplary life model for all of us to follow.

I was an intern at the Department of Public Utility Control when he served as Chairmen. As a child and New Britain native you heard of his ordeal and was pleased when he was finally released. He served our State and Country for his entire life and was a true American Hero. Rest in peace, Chairman Downey.

Jack: I was a volunteer in your father's Senate race. I was impressed by his lack of self-pity and bitterness about spending such a large amount of time in captivity. He was a bright, pleasant, and forward-thinking man. I send my condolences to Mrs. Downey as well. We enjoyed working together in that campaign. It introduced my sons to grass-root democracy and they still remember both John Downey and his ideas and meeting the voters on the campaign trail. I'm sorry for your loss.
