Peter Garcia Obituary

Judge Peter J. Garcia died of heart complications on Tuesday, March 10, in Covington. He was 66. He is survived by his wife of 43 years, Linda Pfister Garcia, his children Meghan (Guy) Garcia, Katie (Kevin) Mineo, Melanie Garcia, and John Garcia, his grandchildren Greyson Mesman, Lily Mineo, and Piper Mineo. He is also survived by his brothers Michael L. Garcia, James R. Garcia, and Christian P. Garcia, and his sisters Edith Eason, Marie Amelie Freret, Yvonne Crawford, and Elizabeth Smith, and numerous nieces and nephews. He was predeceased by his brother, Joseph Francis Garcia, III, and his parents Joseph Francis Garcia, Jr. and Edith Lancaster Garcia. Judge Peter J. Garcia was the District Judge for Division "D" of the Twenty – Second Judicial District Court of the State of Louisiana. Judge Garcia received his Juris Doctor degree from Louisiana State University in 1979. He was elected to Division "D" of the 22nd Judicial District Court for the Parishes of St. Tammany and Washington in the fall of 1996 and re-elected without opposition in 2002, 2008 and 2014. Before being elected and while in private practice, he served as City Attorney and Magistrate for the City of Covington from 1991 through 1996. He was a former Assistant District Attorney for the Parishes of St. Tammany and Washington under District Attorney Marion Farmer, and was a former Law Clerk for the 22nd Judicial District Court and the Louisiana Legislative Council. Judge Garcia was a past president of both the St. Tammany Bar Association and the Covington Bar Association. He was admitted to the United States Supreme Court Bar in 1983 and the United States District Court for the Eastern District of Louisiana in 1980. He was a founding member and first president of the 22nd Judicial District Court chapter of the Inns of Court. Judge Garcia served as Chief Judge of the 22nd Judicial District Court from January 2, 2003 until December 31, 2006. Judge Garcia started one of the first drug court in the State of Louisiana in 1998. In 2002, this court was named by the U.S. Justice Department as one of sixteen mentor courts in the country to train other judges in the implementation of drug courts. He presided over a division of drug court for over fifteen years and concomitantly over a division of juvenile drug court for three years. Judge Garcia started a Behavioral Health Court in 2011 to provide case management and judicial supervision of individuals with co-occurring mental health and addictive disorders within the criminal justice system. Judge Garcia was a member of the 2013 class of the Louisiana Judicial Leadership Institute. In 2014, the Louisiana National Alliance on Mental Illness (NAMI) recognized Judge Garcia with its Criminal Justice Award and in 2018 was recognized with the Sam Cochran Criminal Justice Award presented by the National Alliance on Mental Illness (NAMI). The family invites friends to a wake on Thursday evening from 5 to 8 p.m. at E.J. Fielding Funeral Home, 2260 West 21st Avenue in Covington. A Funeral Mass will be celebrated at 11:00 a.m. Friday at St. Peter's Catholic Church in Covington. In lieu of flowers, please send donations to NAMI St. Tammany (namisttammany.org). Judge Garcia was my judge in behavior health court from 2017-2018. In all my years in the judicial system (which unfortunately have been too many) I have never had a judge who was so compassionate,so caring,so kind and so understanding. He was truly a wonderful man and heaven gained a beautiful angel the day they got him. Fly high judge Garcia,you will be missed everyday.
