Richard Ullman Obituary

Richard O. Ullman, a pharmacist who helped pioneer the prescription benefits business, died of cancer Thursday at Memorial Sloan-Kettering Hospital in Manhattan. He was 70 and lived most of his life in Wayne.

At his death, he was owner and chairman of BeneCardcq Services, Inc., the prescription benefit management firm he founded.

A graduate of Brooklyn College of Pharmacy, Mr. Ullman began his career at Preakness Pharmacy in his hometown. He was a key figure in the early days of the pharmaceutical benefits management industry, first as president of Paid Prescriptions  which would later become part of Medco Health  and then as founder, in 1978, of National Prescription Administrators in Wayne.

As drug costs rose, public employee unions and government agencies hired NPA to manage their prescription plans. Mr. Ullman built that company into a half-billion-dollar enterprise. The privately held NPA was acquired by Express Scripts Inc. in 2002.

Mr. Ullman hired Doug Forrester, who had been state director of pensions in the Kean administration, to run an affiliated company, which Forrester renamed BeneCard. Through his partnership with Mr. Ullman, Forrester, a Republican, acquired wealth and name recognition, making possible a political career that included unsuccessful campaigns for U.S. Senate in 2002 and governor in 2005. Forrester is no longer associated with the privately held BeneCard Services, which is based in Orlando, Fla., and has offices in Clifton, Lawrenceville and Mechanicsburg, Pa.

Mr. Ullman, who moved to Windermere, Fla., five years ago, scaled back his activity at the company earlier this year, said Drew Crawford, president and CEO of BeneCard PBF, the company's prescription benefit facilitator.

"Richard developed so many innovations in our industry that are in use today," Crawford said. "I competed against him [at Caremark] for several years and he will be sorely missed not only by the participants in the industry, but by our plan sponsors and their members as well."

Mr. Ullman is survived by his wife, Barbara; his children, Kenneth of Naples, Fla., Richard A. of Franklin Lakes and Jennifer Royall of Dallas; two sisters, one brother brother; and seven grandchildren.

Services are at 10:30 a.m. today tues at Preakness Reformed Church in Wayne. Arrangements are by Vander May Wayne Colonial Funeral Home, Wayne.

Richard was the CEO at NPA and he was an incredible businessman and inspiring leader. He made a big impression on me. Two of his kids worked for him at NPA and I lost track of them over the years. RIP Sir!

I just heard about the passing of Richard Ullman. So sorry to hear about this. I worked for NPA for 10 years and Mr. Ullman truly was a genuinely nice man. He always had a smile on his face and was a very generous man! I am truly saddened to hear about this.

I am Richard O. Ullman's SISTER and the youngest of four children from beautiful, smart, courgeous parents. I LOVE MY family dearly. First and foremost, my parents and since my brother DICK was my best friend, playmate and later in life "my rock" it will never go away. He was the GodFather to my SON, Richard (Ricky) who passed in his 20's. They have not passed through the light yet...but they will, now that they are together...in conference. GOD BLESS THEM...
