Larry Phillips Obituary


Larry Owen Phillips, Sr., age 72, of Winchester, Virginia, died Friday, July, 23, 2010, in Winchester Medical Center.

Mr. Phillips was born in 1938, in Whitacre, Virginia, the son of the late Owen Harry and Audrey Lee Phillips. He was a graduate of James Wood High School. He was a veteran of the United States Navy retiring in 1976 after 20 years of service with the rank of Senior Chief Petty Officer. He served during the Cuban Crisis and received the Joint Chief of Staff Medal. After his retirement from the Navy he worked 20 years as a Communications Supervisor for the City of Winchester, where he was instrumental in the implementation of the emergency services, 911. He was of the Protestant faith.

He married Sharon Koon on January 7, 1959, in Winchester, Virginia.

Surviving in addition to his wife are two daughters, Debra Lynne Smallwood of Strasburg, Virginia and Angela Sue Brallier of Stephens City, Virginia; two sons, Larry Owen Phillips, Jr. of Winchester, Virginia and Donald Franklin Phillips of Strasburg, Virginia,; eight grandchildren, Nathaniel, Megan and Justin Phillips, all of Strasburg, Virginia, Samuel, Sarah and Kathryn Smallwood, all of Strasburg, Courtney Crawford of Martinsburg, West Virginia, and Jeff Crawford of Pensacola, Florida; two brothers, Wendall Phillips of Winchester, Virginia and Harold Phillips of South Carolina.

Preceding him in death were his brothers, Kenneth, Ronald, Gardner, and Gordon Phillips.

All services will be private.

Memorial contributions may be made to St. Jude's Children's Hospital, 501 St. Jude Place, Memphis, TN 38105.

Arrangements are being handled by Omps Funeral Home, South Chapel.

Dear Phillips Family,

My deepest sympathy for your family. Larry was my boss from 1980-1988. He was always fair, compassionate to what was going on in one's life and looked out for dispatch's well being. I have many favorable memories of Larry that I have reflected on through the years.

It was always clear how much he loved his family.
