I took Professor Ullman's course on U.S. foreign policy in the Cold War as a first-year graduate student back in 1982. That one seminar changed forever my understanding of the relations among states. Professor Ullman combined intellectual rigor with candor, a rapier wit, and genuine kindness. That is an exceptional, and exceptionally rare, combination of qualities. He taught me not only why governments behave the way they do, but also of how people act collectively in all kinds of contexts. Professor Ullman – Dick – was my single most influential teacher. His insights have guided me throughout my career and life. I know that his teaching and mentoring have altered the trajectories of countless careers. News of his passing saddened me like that of no other teacher. It is an enormous loss for us all.

Richard was a sensitive, thoughtful, insightful man; a wonderful scholar, and a friend to those who work in Oxford in International Relations. He will be very much missed
