Joel Thomas Daves III
Joel Thomas Daves III died on July 20, 2021. He was 93 years old.
Mr. Daves was born July 14, 1928 in Atlanta, Ga. to Joel Thomas Daves, Jr. and his wife, Mary Munford Peeples Daves. Mr. Daves moved with his family to West Palm Beach in 1938. He attended the Palmetto School, Southboro School, Conniston Junior High School and Palm Beach High School. He was an Eagle Scout in Troop 13 at the Memorial Presbyterian Church. He played football in high school and was a member of the championship High School Glee Club.
In 1946 Mr. Daves entered the University of the South, Sewanee, Tenn., where he played football and graduated with honors. He graduated with high honors from the University of Florida Law School in 1953, having served as Editor in Chief of the Florida Law Review. Mr. Daves served as an officer in the United States Marine Corps from 1952-1955. He remained in the Marine Corps Reserve for many years, later serving as commanding officer, Company E, AmTrak Battalion, U. S. Marine Corps.
In 1955 he entered the practice of law with his father-in-law and brother-in-law at the firm of Paty, Downey & Daves. He was appointed County Solicitor, the predecessor office to the present State Attorney, by Governor Leroy Collins in 1959 and elected to that post in 1960. During his tenure as County Solicitor he reorganized the office, brought in several talented individuals who went on to prominent careers in the law and prosecuted offenders of all stations in life without fear or favor. In 1964 he was elected to the Florida House of Representatives and served one term there, where he was recognized as the outstanding freshman legislator. In 1970, after becoming deeply skeptical and disillusioned over the Vietnam War, he became a candidate for the U. S. Senate.
He was elected to the West Palm Beach City Commission in 1992 and served until 1999, when he resigned to run for mayor. He served as mayor of West Palm Beach from 1999 to 2003.
Mr. Daves practiced law in West Palm Beach for fifty years. He belonged to many religious, patriotic and civic organizations. He served as president of the West Palm Beach Kiwanis Club and served on the vestry of Holy Trinity Episcopal Church. He was a dedicated fisherman and a member of the Jetty Conchs, a group of local fishermen who fished for snook every September from the south jetty at the Palm Beach Inlet. Among his other hobbies, he played the guitar and had his own bluegrass band, playing gigs and festivals around Florida in the late 1960's.
He was predeceased by his son, B. F. Paty Daves. He is survived by his wife, Darden Kettler Daves, daughter Posey Kettler Daves, sons Joel Thomas Daves IV and Christian Shannon Paty Daves, seven grandchildren, six great-grandchildren and numerous nieces, nephews and friends.

I used to always say "Hello Mayor" when I saw him walking his beautiful Bassett hound to or from Publix at least once a week, and sometimes we would talk a bit. IMHO he was the best mayor we ever had here in WPB. I'm so sorry for your loss. Just found out. I also worked with Darden on the West Palm centennial back in the day.

My condolences and prayers to the family. He was inspiring to all and fair to everyone. He was one of the honest, finest, honorable man I have ever met. I was put on one of his committees to help with community relations in the late 1990's. I am deeply saddened by the loss, but the heavens are extremely joyful.

Please accept my deepest sympathies for the loss of your beloved Joel! He leaves a great legacy of service to his family and the community of West Palm Beach. My father, Hill O'Neal, who was a retired WPB Police Officer knew Joel and his mother Mary who lived on Hunter Street opposite to our home on Macy. She is buried in the same section of Hillcrest Ctm. as my parents. I see her grave and say a prayer every time I visit my parents' graves! Joel will long be remembered in West Palm Beach! God bless you all!

Our family sends their prayers and deepest condolences. Joel was a good man in every respect, and it was our honor to know him through the years. He cared for his City, his family and his community. RJ, the kids and I respected him greatly. Fred Hazouri said it best - we are diminished by his passing.

I met Joel as a fellow member of De La Brooke Foxhounds. While I only had a few conversations with him over the past decade or so, I remember him as a kind, gentle man who always greeted everyone with a smile. RIP Joel.

It was an honor to have known Joel and his family through membership in the DeLaBrooke Foxhounds W in Southern Maryland. Joel and I enjoyed many conversations at quite a few hunts. Joel was an exceptional human being with a brilliant mind and one of my losses in life was in never having been able to work with him in our shared profession in the law. It is easy to see how he was so popular among his constituents in West Palm Beach.

We are both truly saddened by Joel's passing. We knew him mainly through bluegrass music although he did defend our band, Harmony Grits in civil court when a nightclub failed to pay us. He was always a kind and gentle man with a wonderful sense of humor. A few years ago he drove up to the Spirit of the Suwannee Music Park where our current band, Quartermoon, was playing a festival. Everyone was so delighted to see him, and we had some great talks about old times. I wish peace for his family and friends as we are all mourning the loss of this true gentleman.

Articles about his death refer to Joel as a gentleman and that is true but Joel was so much more. He cared about people and ideas. He never settled for easy answers and always asked the tough questions. We recently lost Harry Johnston and now we have lost Joel. We are all diminished by their passing.
