As a Police supervisor and administrator, Bob Helm was always a steadying force. He did not reveal any frustrations he may have had, but instead was "solid" in leading by level-headed decision making and integrity.
He was also quite forward-thinking, anticipating and deflecting problems. I recall when I was in charge of the Police Academy and he told me that we needed to produce a new policy on some emerging social issue. We drafted the policy and implemented a training program so that all of the officers were informed of the new expectations. About five months later, the City gave out a notice that we had to have a policy on this issue. The Department could respond with "here you are, with documentation of training".
I feel honored to have worked with Bob Helm, and privileged to have been able to call him a friend. My sympathies to all who will miss him every day.

I'll always remember Bobby as the good-looking guy with the two goofy looking guys I met by the side of the road 69 years ago.
