Allen BREED Obituary


BREED, Allen F.
Passed away July 23 in St. Joseph's Hospital at the age of 90. We post this notice not in sadness but rather in remembrance and gratitude for what he did for his family, his country, and the field of corrections at the state and national levels.

Born October 1, 1920 in Wisconsin Rapids Wisconsin to Noel J. and May Forbes Breed, he moved to Lincoln Nebraska, Berkeley, Petaluma and finally to Stockton, California. Allen graduated from Stockton High School and College of the Pacific where he was active in student government and debate. Upon graduation he entered the United States Marine Corps.

Following World War II, he planned on entering law school at the start of the next semester. He took a temporary assignment as a Group Supervisor with the California Youth Authority and began a 31 year career as a Corrections Administrator. He was appointed by Governor Ronald Reagan as Director of the Department of Youth Authority and Chairman of the Youth Authority Parole Board. He was then reappointed by Governor Jerry Brown and served until his retirement in 1976. In 1977, he was appointed by President Jimmy Carter and reappointed by President Ronald Reagan as Director of the National Institute of Corrections.

In the fall of 1983 he retired from federal service and returned to California. From 1983 to 2004 he worked as a Special Master for Federal and State courts across the nation on Juvenile and Corrections litigation issues. He again retired and returned to his home in Calaveras County and quickly became a volunteer serving on the Board of Directors for the National Council on Crime and Delinquency, American Justice Institute, Calaveras Community Foundation; member of the Calaveras County Juvenile Justice and Delinquency Prevention Commission, Calaveras County Library Commission, and member of the Vestry of St. Mathews Episcopal Church.

He loved sailing, hiking and skiing and one of his greatest honors was to be given the highest patrol award by the National Ski Patrol in which he served for many years.

He is survived by Virginia, his wife of 66 years, daughters Marla Sanders and her husband Jess of Mountain Ranch Ca., Ellie Boal of Pioneer Ca., and Carol Grattan and her husband Douglas of Gardnerville Nv., sister Margaret Williams of Fresno Ca., and 2 grandsons, Robert Sanders of San Francisco and Brian Sanders of Sacramento.

Allen's body was cremated. At his request there will be no service. Rather he asks that colleagues, friends, and family partake of their favorite beverage and think happy thoughts.

I remember Allen very well. He was full of energy and humor. When I was a teenager and even later I thought of him as a model. His example was instrumental in my choosing a career in law enforcement.
