Joseph A Spencer

July 5, 1941 - June 15, 2024

Sacramento, California - Joe made his transition from his physical life to his spiritual life on June 15, 2024. He was born in Philadelphia, Pennsylvania on July 5, 1941. The eldest son of his parents Joseph A Spencer Sr and Josephine Mahoney Spencer.

Joe graduated from La Salle College in 1964 with a B.A. in Economics. He then served in the Peace Corp in Panama from 1964-66. Upon returning to the United States, Joe pursued Graduate Studies at San Jose State University and worked for several community action agencies in Tulare and Sacramento Counties. He attended McGeorge School of Law at nights and passed the bar in 1975.

He was employed for 34 years with the County of Sacramento.. Retiring as the Chief of Contract Services for the Public Works department in 2003. He received a Resolution from the Board of Supervisors upon his retirement for his service.

Joe was a member of the American Arbitration Association and, National Contract Management Association. He spent much time in the volunteer arena as President, Parish Council at Immaculate Consumption Church, President, President of Children's First and Board Member of the Cardiovascular Wellness Program. He was an active member of the Center for Spiritual Awareness in Sacramento and the Harvest Community Church in Madera.

Joe enjoyed attending track and field meets, hikes, walks, time with friends and family, trips to Pasadena and Bodega Bay when the kids were young, trips to Pacific Grove, Monterey- Big Sur and Asilomar with Dolores and visits to El Segundo to see his grandchildren in their various sporting and school events.

He is preceded in death by Joseph and Josephine Spencer (parents), Valerie C Spencer (wife), Dolores Milor (wife), Daniel Spencer (brother), Charles Spencer (brother).

Joe is survived by Matthew Spencer (son), Carissa Enright (daughter), Caden Enright (grandson) and Regan Enright (granddaughter). In lieu of flowers we ask that you consider making a donation to:

Definitely missing you Joe. I can hear your voice with all your kindness and your 'Namaste's' coming from the heart. You will always be remembered and I will be reminded that kindness is what life and love is all about. I am thankful for your friendship, for the special boss you were at work, and just thankful for being 'you'. Glad to have had you as part of my life.
