Carlos Otero Obituary
Mr. Carlos Otero died of cancer Saturday, July 24, 2004 in Guadalajara, Mexico. Carlos was born in Cd. Guzman, Jalisco, Mexico, September 22, 1942. He was preceded in death by his parents, Tiburcio Otero Pablos and Aurora Villanueva de Otero. He is survived by his six sisters, Aurora Otero, Guillermina and husband Dr. Luis Santoscoy, Cristina Otero, Patricia and husband Dr. Ignacio Padilla, all of Mexico, Rosa Otero and Margarita Otero of San Antonio; nephews, Pedro Otero and Juan Carlos Otero of Austin; numerous relatives living in Mexico and Texas. Carlos moved to Texas in 1962 and attended St. Edward's University in Austin, St. Mary's University in San Antonio and Our Lady of the Lake University, where he received his Masters Degree. While a full-time student, he started working part-time at the Minnie Stevens Piper Foundation, later becoming the Executive Director of the Foundation, and Secretary of its Board of Directors until his death. During his tenure at the Minnie Stevens Piper Foundation, he directed the Foundation's five major aid-to-education programs: Piper Professor Awards Program, which annually honors outstanding college and university professors in the State of Texas for excellence in teaching; Piper Scholars Program, a very unique scholarship program which has become a model for others in the state and nation; the Bexar County Scholarship Clearing House, and the Student Loan Program, the first program originated by the founders, Randall Gordon and Minnie Stevens Piper. He held memberships in numerous civic, social and professional organizations, at the local, regional and national level, holding position of officer on many of them: Council of International Relations; South Texas Association of Counselors; Presidential Scholarship Program (under George Bush, Sr.) Washington, DC; National Scholarship Committee of Coca-Cola, Atlanta, GA; Advisory Board of The College Board, for the TOEFL Committee, New York City; Financial Aid Committee of the Texas Higher Education Coordinating Board; Casa de Espana; Board of Directors of Help for Kids Foundation in Texas and Board of Directors of FAFI Foundation, Guadalajara, Mexico. A Mass and Blessing was held on Monday, July 26, 2004 in Guadalajara, Mexico. The Funeral Mass will be Saturday, July 31, 2004, 10:00 A.M. at Blessed Sacrament Catholic Church, 600 Oblate Drive. Inurnment will follow at Mission Park North Cemetery. Memorial contributions may be made to Cancer Therapy and Research Center or the Minnie Stevens Piper Foundation.
