Charles Ramsay Obituary

Charles R. Ramsay, Jr., 89, passed away after a brief illness, leaving behind a legacy of service, wisdom, and warmth. Born on February 4, 1936, to Laura (Langham) and Charles R. Ramsay, Sr., Charles was a third-generation San Marcan whose dedication to family, justice, and community touched the lives of many.

A proud graduate of San Marcos High School, Charles went on to earn his undergraduate degree from Southwestern University, where he was a member of the Kappa Sigma fraternity, and his law degree from The University of Texas School of Law, where he served as a student editor for the Texas Law Review.

He was first elected to public office in 1963 as County Attorney and was appointed in 1978 as the first judge of the newly created County Court at Law. In 1981, he was elected to the 22nd Judicial District Court, where he served for 31 years.

Charles's 48 years of distinguished public service included not only his decades on the bench but also his work after retirement as a visiting judge, arbitrator, and mediator until his death. Even in retirement, his commitment to justice and mentorship remained unwavering.

He was also deeply engaged in civic life. Charles held numerous professional and community leadership roles, including president of the South Central Texas Bar Association, member of the Hays County Juvenile Board, Vice-President and Director of the San Marcos Chamber of Commerce, Director of the Southside Community Center, Director of the Bicentennial Commission and President of the San Marcos Kiwanis Club.

Beyond the courtroom and civic service, Charles was a man of many joys and talents. He sang, played the guitar, shot pool weekly, and was rarely seen without a book in hand. Known for his sharp wit and love of a good joke, he was an eternal optimist who brought laughter and light to all who knew him.

Charles was a devoted and loving son, brother, husband, father, and friend. He cherished his time at the Rugeley family ranch in Cisco where many special evenings were spent around the fire telling stories and enjoying the company of loved ones. A natural storyteller, he made those around him feel seen, heard, and valued.

He was preceded in death by his parents, his beloved daughter, Jan Ramsay Stark, his sister, Mackie Ramsay and his mother-in-law, Connie Walker Sowell.

He is survived by his wife of 25 years, Cynthia Ramsay (Walker); children Julia Ramsay New (Dwayne), Charles R. Ramsay, III (Rebecca), Katie Hartley (Jay), Brandon Bridges; son-in-law, John Stark, husband of the late Jan Ramsay Stark, his sister-in-law Nancy Walker (Mike), brothers-in-law Steven Walker (Tammy), and Edward Walker (Carol). He is also survived by 11 grandchildren and 9 great-grandchildren as well as numerous nieces and nephews. His family, friends, and colleagues will remember his warmth, integrity, and enduring optimism.

A memorial service will be held Sunday, June 8 at 3:00 p.m. at Posey Meadows, 1500 Quail Run Drive, San Marcos, Texas 78666. Flowers are welcome for the service. Being a Posey born in San Marcos I always knew Charles. He came to my sisters funeral and I enjoyed visiting with him. Gave Charles brothers phone number, he called Jess and they must have had a fun visit from the way my brother felt.

Charles was the epitome of a southern gentleman; as a transplanted Texan, it took me "a few years" to become comfortable in Charles' Courtroom b/c he was quite inscrutable on the bench and it was hard to figure out where you stood with him! Over time, I got to know him better, and more than a few times enjoyed going to see him in chambers in hopes of seeing him picking on his guitar and make conversation.

Charles was a good Judge, efficient and decisive; I did not always get what I wanted in a case, but felt he tried to do the right thing;

Charles respected local attorneys and without fail, treated them fairly.

In the last few years I would see him in another county as a visiting Judge and would kid him about still seeing him in the courthouse when he could be basking in his retirement; he told me he enjoyed getting out and staying busy.

He will be missed.

No finer man committed to truth, justice and the love of family.
Served in his court many times as a Victims Advocate. His kindness to victims was as gentle and safe as was necessary.
