Richard Harlan Obituary

Richard C. Harlan November 21, 1929 - March 7, 2008 An internationally regarded dam engineer, Richard Harlan was born in Los Angeles and grew up in Inglewood where his parents ran a trailer park. At Stanford University, he studied civil engineering on a Navy R.O.T.C. scholarship. He served as the yearbook photographer and was a member of the water polo team. Photography and swimming remained among his many continuing interests. After graduation he was engineering officer during the Korean Conflict on a destroyer, the USS Uhlmann, and formed lifelong friendships with many fellow crew members. Following his discharge from the Navy, Dick was employed by the engineering firm Dames & Moore and then by Bechtel in their Civil-Dams Department where he served as the design engineer on several major hydroelectric projects. Dick left Bechtel, but returned when offered a key position on the engineering team for the vast Churchill Falls hydro project in Newfoundland and Labrador. Ever ready for a challenge, Dick abandoned his settled life in Silicon Valley and relocated with his first wife Jeanne and their two sons to the remote settlement of Churchill Falls. Following his return from Canada, Dick started his own consulting business in San Francisco, which provided high quality geotechnical engineering services. It was during this period that he met his second wife Florence. In the '90s, Dick embarked on the final phase of his career as an independent consultant to many hydroelectric power agencies in the western United States and Alaska. He was highly respected by clients and colleagues alike for his insightful engineering and wise counsel. Both interwoven and extending beyond his professional career was Dick's wholehearted enjoyment of life. This was manifest in his worldwide network of friends, his extensive travels, and in the construction of a home on the Sonoma Coast, much of it with his own hands. Dick was a true Californian and a renaissance man. He hiked the Sierras, sailed the Bay, and skied the snow. He was an aficionado of good music and fine wines. For all who knew him, he set standards both professionally and personally for integrity, honesty, friendship, and humanity, and for living life to the fullest until the end. He never lost his curiosity or enthusiasm for the new and the unknown. Dick is survived by his wife Florence; his sons Russ and Rick; and his grandchildren Samantha and Randy. He will be missed by all who knew him. A Celebration of his life will be held on Sunday, April 13th at 2:00 p.m. at Telegraph Landing, 150 Lombard St., SF.

I knew Dick for perhaps 25 years. We shared membership in numerous professional associations, and enjoyed each other‘s company. When I heard of his illness, I arranged with Bob Janopaul to have lunch with him at the World Trade Club in the city. We had a nice lunch and shared our recent experiences. Dick was positive, and interested and interesting, as always. While he had hopes for the future, at the same time he recognized that his illness would probably be terminal. I think he and Florence spent some very pleasant years together. My condolences to her and his sons. I will miss our not infrequent lunches together. I say farewell to a good friend and a good engineer.

The Dick Harlan I Knew

I first met Dickwhen he came to work for Bill Wahler's firm in Palo Alto 45 years ago. We shared interests, and he invited me to dinner at his new home in Sunnyvale. This led to my purchasing a home in the same neighborhood in 1963.

Dick & I enjoyed food & wine, and we got together often for a couple of years. Then, he returned to Bechtel, and went off to Churchill Falls.

He subsequently met Florence at Telegraph Landing, and we got together at the Sea Ranch, San Francisco and Menlo Park for dinners at restaurants and at home.

The last time I had the pleasure of meeting with Dick, we had a long lunch together at the Fog City Diner. We had an excellent conversation about old times, etc. I'm glad that we had that time together.

Dick Volpe, Dick Lake and I tried to arrange another luncheon, but he passed on too soon. When I last saw him, he was standing arm in arm with Florence, smiling and waving goodbye. That's how I will always remember him...cheerful until the end.

Dick was a mentor and friend to me as I learned the dams and hydropower business. I had many great trips to French Meadows Reservoir and Camino Penstock with Dick, and the conversations we had will stay with me for a lifetime. I will miss Dick, and my thoughts and prayers go out to Florence and your familiy.

I knew Dick from our work together on professional committees. His enthusiasm for geotechnical and dam engineering was inspirational. I am lucky to have had a brief acquaintance with Dick and Florence, and very much appreciated the contageous tales of their world travels and adventures. My sincere condolences to Florence and his family.

Laurie & I will always have fond memories of Dick. I first met Dick in 1963 while working part-time for what was to become Wahler & Associates. Over the past 45 years, we worked on many different projects together, or as independent consultants. Dick & I also served on several professional committees together over the years and he was always the consumate professional. We will always hold dear the visits, fine food, great wine, and wonderful friendship with Dick & Florence at their second home get-away at Sea Ranch. Dick had a very productive professional career and leaves behind a legacy of great projects. May God have mercy on his soul, may the perpetual light shine on him, and may he rest in peace.
