Plano - Richard Casper Voskuil, cherished husband of Marilyn, beloved father of Jennifer Bufford, Caryn Voskuil, Elise Meadows, and Rebecca Voskuil; and devoted grandfather of Alex, Jessica, Owen, Madison, and Peyton, entered into eternal peace with God on Saturday, February 22, 2025. He was 88 years old.

Richard was born in Waldo, Wisconsin in 1936, to Mary and Casper Voskuil. He was the eldest of four brothers: John, Steven, and Joseph. He is survived by his youngest brother, Joseph. With joy we celebrate his reunion in heaven with his wife Marilyn, brothers John and Steven, and his parents.

Rich loved playing basketball and baseball growing up. He played at Cedar Grove High School, as well as in college, and was a talented player and popular, sometimes mischievous, student. Rich contracted polio at the age of 12, and endured this struggle and its lifelong effects with strength and positivity. These were qualities he carried throughout his life. He attended Central College in Pella, Iowa, where he met the love of his life Marilyn Spoelstra. After graduation, they were married in 1959, in Otley, Iowa. The newlyweds moved to Chicago, where they started a family, and Rich began his career with the Internal Revenue Service.

Rich worked hard, and his career rapidly advanced, thus taking him (and the family) to Des Moines, Washington DC, St. Louis, and Dallas Texas, where he retired from his position as Regional Commissioner in 1994. Professionally, Rich was known for his integrity, intelligence, leadership, work-ethic, and genuine care for those with whom he worked. After retiring from the IRS at age 58, Rich led an office helping delinquent taxpayers resolve their issues with the IRS. Beyond this, he continued working for many years, contracting with the U.S. Department of the Treasury and the International Monetary Fund, which involved travel to countries across the globe from Russia to Uzbekistan to Guatemala.

At home, Rich was the solid cornerstone of the family: a loving husband and dad who provided unwavering love and support, as well as laughter and fun. Rich and Marilyn remained together enjoying traveling, family, friends and church life; up until Marilyn passed away in 2016, just weeks shy of their 56th anniversary. Rich was a devoted and faithful church member, singing in the choir, acting as Treasurer, ushering, and serving in leadership roles. He was a giving and amiable neighbor, often lending a helping hand. With his friends, he enjoyed hunting, fishing, golfing and racquetball. Rich lived a full life which positively impacted many. He will be remembered for his generosity, wit, resilience, integrity, devotion to his family, and strong belief in Christ.

A celbration of Richard's life was held March 8, 2025 at Aria Cremation and Funeral Home on Preston Road; service at 2, reception at 3. Many who loved and whose lives were impacted positively by Richard were in attendance.

To Rich & Marilyn's daughters and their families - I was sad to hear of Rich's passing. Although we had not kept in touch the past few years, I have such fond memories of Rich. His Mother, Mary, and my Dad, Burt, were brother and sister. We grew up together in Sheboygan County, Wisconsin. I was lucky enough to attend Rich & Marilyn's wedding - my first visit to Pella, but I have now lived in Pella for much of the past 60 years.
Be blessed and I hope you have many happy memories to share.

Sending condolences to Elise and the entire Voskuil family. Mr. Voskuil was indeed a highly respected leader within the IRS who I greatly enjoyed working with but I also had the privilege of his company in occasional social outlets. He impressed my parents when he visited with us on a hunting trip to my home town. He and I shared a golf cart on several occasions when he would inquire "how is it going" during my early time with the IRS. Mostly he impressed me as being a man of integrity. And, as a "minority" person of color I was grateful that he respected my contributions as a colleague. I was blessed to have had him as a mentor when I joined the agency.
