Kevin D. Walsh

1952-2024

With his family at his side, Kevin Dean Walsh, age 71, a longtime Solvang and Valley resident, went home to be with his Lord and Savior on January 11, 2024 following complications from congestive heart failure.

Born in San Luis Obispo, California on May 20, 1952 to Raymond and Laverne (Folkers) Walsh, Kevin was the oldest of three siblings. From an early age, Kevin displayed great determination, leadership, and a curiosity for all things in this world, along with a great sense of humor. Growing up, he was active in the Cub Scouts, Boy Scouts, and the Sea Scouts. Later in childhood, Kevin's family moved to Davis, California where he went on to graduate from Davis Senior High School in 1970. He then attended college at UC Davis, obtaining a Bachelor's degree in Civil Engineering in 1974. While attending UC Davis, he also worked summers for the California Department of Forestry, and was called to assist on several large wildfires.

After graduating, Kevin's desire was to follow in his father Raymond's footsteps, with an engineering career in the California public utility water distribution and treatment business. He moved to Orange County, where he worked at the Orange County Sanitation District, while simultaneously attending night school at Loyola Marymount University, earning a Master's Degree in Environmental Engineering by 1978. After obtaining his Master's degree, Kevin accepted a position at the Carmel Area Wastewater District and moved to Pacific Grove, California. It was during this period of time that Kevin became a Christian and committed his life to Christ and met the love of his life, Lorraine Ballou. They were married at the First Baptist Church of Monterey in the spring of 1980 and honeymooned in the Grand Canyon and Southwest. Following the birth of his first son in 1981, he moved to Goleta California after taking a position at the Goleta Water District where he would grow into the role of Assistant Manager & Chief Engineer. In 1990, he moved to Salinas, California to serve as the Marina Water District's General Manager. He became the General Manager of the Ramona Municipal Water District in 1993, while also briefly serving as the Fire Commissioner for the Ramona Fire Department. Kevin then moved his family to Solvang, California in 1997, while returning to work at the Goleta Water District that same year, serving as General Manager & Chief Engineer until his retirement from the District in 2008. After retirement, he served on the board of directors of the Santa Ynez River Water Conservation District, Improvement District No.1, and later as General Manager of the Santa Ynez Community Services District, until his illness in late 2023 prevented him from working further.

As a young man, Kevin enjoyed exploring nature, backpacking, motorcycling and piloting general aviation aircraft on cross country trips with friends. As a father and husband, Kevin spent all of his free time with his family and boys taking them on road trips to visit extended family, national parks, hiking trails and points of historical and cultural interest in California. He and his wife Lorraine loved to watch classic movies, and enjoy the beauty of the Santa Ynez Valley, Central Coast and especially the San Luis Obispo area. Kevin was a true pioneer in spirit. His aim was always to express that in his passion for public water and his approach to water management. He was an early pioneer in the California Homeschool movement. Homeschooling all six of his boys through high school; and was a trusted adviser to each in selecting and perusing higher education. Kevin loved the Lord and shared the salvation message of Jesus Christ with his family, church and community. He had great love for his wife and children and dedicated himself to creating a family based on love and the love of Jesus Christ.

Kevin was known to Valley residents by his red 1949 Ford F-1 pickup truck, which he drove around the Valley quite frequently. He was a regular guest columnist to the Santa Ynez Valley Newspaper where he discussed a wide range of local, regional and state water issues affecting valley citizens and water customers. Throughout his life, Kevin stressed to his children the gratitude of being an American, the importance of civic duty, and the essence of his Christian faith. Kevin never hesitated to lend a hand, or get involved in a hobby or a project, and was a bright light to all those that met him. Kevin was also a great conversationalist on any topic, and would often pray specific, meaningful prayers for anyone who needed them. He will be greatly missed for his smile and wonderful sense of humor, loyalty and faithful love, to both family and friends alike.

Kevin was preceded in death by his beloved wife of 44 years, Lorraine. He is survived by his seven children, daughter Corrie Ehler, sons Clement (Angela) Walsh, James (Ehren) Walsh, Samuel Walsh, Joseph Walsh, Christopher Walsh, and Adam Walsh; Three grandchildren, Gabbie, Nate and Estelle; Younger siblings, brother Brian Walsh and sister Kelley Kendrick; nephew Josh Kendrick, nieces Kayla Brown, and Bernadette Walsh.

I just read this and am truly saddened. Kevin and Lorraine loved to explore the area where I live, Rancho Estates, and whenever I knew property was coming up, I´d let them know so they could think about it first. They told me about their children and, although our friendship was just that of neighbors, we really liked seeing each other. I know he was so sad when Lorraine passed... this just makes me sad. Kevin Walsh enriched my life professionally & personally. During 2006-2008, Kevin & I worked together at Goleta Water District (GWD) as he was their General Manager & we also worked for their Board of Directors. While that was only a 2-year time period, I learned Kevin truly cared for people on all levels within the organization. Kevin demonstrated he had a lot of patience for whomever he dealt with, employees, managers, and Board members. Much of the work during these years consisted of dealing with CA's drought and dealing with upset members of the public who were upset as they worried their water rates would increase. This was a stressful time for staff members who were falsely accused by members of the public of not doing their job properly. Kevin always stood by his employees - he had their back - and was very much appreciated by the staff for his expertise, professional demeanor, and his ability to nurture employees. Although sometimes people would yell at Kevin during Committee and Board meetings, he was always affable and cordial. On a personal level, Kevin and I reconnected in Spring, 2023 after being invited to a lunch for former GWD employees. We both previously experienced a great loss, which created profound grief. Kevin reminded me how happy he was that I kept in touch by sending him birthday and Christmas cards for the past 15 years. He mentioned the birthday card I sent him in 2023 "broke up the stillness in life". While communicating with each other via text messages, cards, and phone calls, we discovered we had similar interests: politics (same party); Turner Classic Movies; going for walks; and enjoyed eating seafood. I will not forget how gleeful Kevin sounded when he shared with me he thought neither one of us would have any more "groundhog or sad days" wherein there is monotony in each day. We enjoyed talking with each other - during some very long discussions - and would both always be smiling at the end of each phone call. I will always cherish Kevin for the jokes he told me using his witty sense of humor; for the happiness he gave me; for the times spent walking by the beach; picnics; and dining at restaurants in Santa Barbara/Solvang. Kevin and I delighted each other by sending cards. One card Kevin sent me read, "I can't believe we met again"; another read, "What a beautiful friendship we've grown"; and another read, "A good friend is like a 4 leaf clover, hard to find, and lucky to have". This completely describes how I feel about Kevin - very fortunate he was in my life! Kevin liked to discuss his most recent position at Santa Ynez Valley Community Services District. I was glad he took the opportunity to share his daily work activities with me...as having worked at GWD for 13 years, Kevin knew I understood the agencies he was dealing with in coordination with water management issues. There is a quote: "Falling in love with your friend is like finding a soulmate who has been by your side all along" (author unknown). In what sounds like a short time, what happened is that Kevin's and my friendship blossomed into a loving relationship including a deep devotion and respect for each other. Kevin used to ask me, "Why are you so good to me?" The answer, of course, was easily because Kevin was always such a kind, thoughtful, generous gentleman. Kevin demonstrated Christian like behavior each day as he was non-judgmental and continually brought out the best not only in me but in his family members. I'm thankful I had the opportunity to meet Kevin's fine boys (as he liked to call them). Each of his sons did an awesome job in caring for their Dad, and it was very apparent how much they loved him. Kevin told me several times each son has "achieved far more than" he "ever did in life". Kevin asked me to be by his side during the last three weeks of his life. I felt honored to be there for him, to hold his hands, and comfort him as much as possible. I will always treasure a birthday card given to me from Kevin which reads, "There are no words deep enough, fine enough, or sweet enough to describe my love for you." This statement certainly summarizes my feelings toward Kevin. While I am grateful Kevin was a part of my life, I am sad he is no longer here to share the future. I will focus on positive memories of joyful times we had together and I give thanks to Kevin for influencing my life because I am a much better person for having known him. I believe Kevin's spirit will live on through those he touched and the people that they will touch. Thanks, Kevin Dean Walsh, for being you!!

I came to know Kevin when he was the Goleta Water District General Manager and I was the Central Coast Water Authority Executive Director. He was a pleasure to work with and I greatly respected him. Simply put, he was a good man and he is missed. RIP Kevin.

DEAR KEVIN,

IT IS TRULY WITH MUCH SADNESS THAT I WRITE THIS LETTER TO YOU, KNOWING THAT THIS MAY BE THE LAST TIME WE ARE ABLE TO COMMUNICATE WITH ONE ANOTHER VIA YOUR SON JOE.

WORDS CAN NOT BEGIN TO EXPRESS MY APPRECIATION FOR THE MORE THN 45 YEARS THAT WE HAVE KNOWN EACH OTHER, BOTH PRFESSIONALLY AND PERSONALLY. WE WORKED TOGETHER AS FELLOW GENERAL MANAGER´S IN SAN DIEGO COUNTY IN THE EARLY 90´S. THEN AGAIN, AS GENERAL MANAGER´S IN THE LATE 90'S/EARLY 2000´S IN SANTA BARBARA COUNTY.

MORE RECENTLY, WE HAVE ENJOYED WORKING TOGETHER ON VARIOUS CALIFORNIA WATER POLICY ISSUES OF THE MOMENT. IT WAS A PRIVILEGE TO CALL YOU MY FRIEND AND COLLEAGUE, AS WE SHARED WONDERFUL FELLOWSHIP AS WATER DISTRICT BOARD MEMBERS: YOU WITH THE SANTA YNEZ RIVER WATER CONSERVATION DISTRICT [ID#1], AND ME AT THE EL TORO WATER DISTRICT. IT WAS ALWAYS SUCH A JOY TO VISIT WITH YOU AND CATCH UP AT ACWA AND OTHER WATER INDUSTRY CONFERENCES!

THANK YOU, KEVIN, FOR YOUR MANY KINDNESSES, YOUR OPTIMISM AND YOUR SENSE OF GOOD HUMOR! IT IS AN HONOR AND A PRIVILEGE TO CALL YOU MY FRIEND! CATHY AND I ALSO WANT TO OFFER OUR HEARTFELT THANKS TO YOU AND LORRAINE FOR YOUR HOSPITALITY AND SUPPORT IN WELCOMING US TO SAN DIEGO COUNTY AND THEN AGAIN TO SANTA BARBARA COUNTY. ASIDE FROM OUR INDUSTRY'S HIGHLY TECHNICAL, LEGAL, AND INSTITUTIONAL KNOWLEDGE WHICH YOU WILLINGLY SHARED WITH ME, YOU´VE ALSO TAUGHT ME TO MAINTAIN MY SENSE OF HUMOR IN THE FACE OF DAUNTING PROFESSIONAL CHALLENGES.

I AM REMINDED, KEVIN, OF AN INTERVIEW YOU GAVE TO THE SANTA BARBARA PRESS A FEW YEARS AGO WHERE YOU WERE ASKED WHY CUSTOMERS SOMETIMES COMPLAIN TO THE PRESS ABOUT WATER RATE INCREASES. YOUR RESPONSE WAS CLASSIC KEVIN HUMOR IN WHICH YOU QUOTED NAPOLEON BONAPARTE: "I WOULD RATHER DEAL WITH FOUR NEWSPAPERS THAN FACE 1,000 BAYONETS!!"

I AM GLAD, KEVIN, THAT WE HAD SEVERAL OPPORTUNITIES TO SPEAK WITH EACH OTHER THIS PAST YEAR. I ESPECIALLY ENJOYED OUR CONVERSATIONS ABOUT ONE OF MY FAVORITE PLAYWRIGHTS WILLIAM SHAKESPEARE. I WAS HUMBLED AND PRIVILEGED TO BE ABLE TO SHARE SHAKESPEARE´S SONNET #60 AT LORRAINE´S MEMORIAL SERVICE IN MARCH 2023. THANK YOU, MY FRIEND, FOR YOUR KIND WORDS! I DO HOPE YOU FOUND THE BOOK OF SHAKESPEARE´S SONNET´S THAT I SENT YOU EARLIER THIS YEAR TO BE ENJOYABLE AND OF GOOD COMFORT AND SOLACE TO YOU!

THERE ARE DEFINING MOMENTS IN LIFE WHEN WE ARE DEEPLY AFFECTED BY KEY INDIVIDUALS WHO PROVIDE WISE COUNSEL, SUPPORT, SPIRITUAL GUIDANCE AND FRIENDSHIP WHEN IT IS NEEDED THE MOST IN OUR LIVES.
