Francis was born May 2, 1926 in Brooklyn, the son of Serge and Josephine Doyen.
He graduated from Bryant College after serving in the U.S. Army in World War II.
He was the owner of F.I. Services and a lobsterman. He served as the town justice and town board member for the Town of Southold from 1973 to 1983. He was the founder of the Fishers Island Lobsterman's Association and served as its president and spokesperson for many years. He also was a member and president of the Fisher's Island Civic Association, a fifty-year member of The American Legion, one of the founders of the Fishers Island Conservancy, a member of The Coast Guard Auxiliary, and Our Lady of Grace Catholic Church.
His wife of 49 years Christena and their four children, Josephine Taylor of Bushkill, Pa., Marie Lester of Old Saybrook, Daniel and Thomas Doyen of Fishers Island and a grandson, Dylan Thomas Doyen, survive him.
A Mass will be held at Our Lady of Grace Catholic Church on Fishers Island on Sunday, March 17 at 12:30 p.m., reception to follow at the American Legion.
In lieu of flowers the family suggests memorial contributions to the Fishers Island Seastretcher - PO Box 123, Fishers Island, NY 06390 or Our Lady of Grace Church, P.O. Box 425, Fishers Island, NY 06390.
