To Kitty and family of Dr. Carter, my sincere sympathy in your loss and indeed the County's loss of a great man, such a gentle and always smiling and "so glad to see you" person. I worked in the County Administrator's Office in Hanover and he always stopped in to say hello to me on his many trips to the County. He will surely be missed, but I do believe he had a very happy and fulfilling life here on earth as I'm sure he will in heaven. He is up there right now shaking hands with old friends.

To the Hill Carter, Sr. family, I was sad to hear of the death of Dr. Carter. I used to live on North Wales in the 70's in one of the caretaker homes. I loved seeing Dr. Carter driving around in his pickup truck with the bed full of dogs!! I also used to ride one of the horses that lived there. North Wales is a large, beautiful farm, and I would take my Irish Setter along for many, many rides through the woods & over to the South Anna River. Thinking of those days makes me smile because Dr. Carter was also happy to see me riding through the fields & woods. North Wales won't be the same without him. Love, Nancy
