David Sampson Obituary

Sampson, David Synnott
CANAAN, Conn. - David Synnott Sampson died at his home in Canaan, Conn., on Wednesday, May 15. He was 81 years old. A native of Troy, N.Y., he was the son of Ruth Hall and Stephen Sampson. His formative years were spent at Brooks School in Andover, Mass., and St. Lawrence University, where he graduated in 1965. He began his career as a reporter with the Troy Record and the Associated Press, prior to attending Albany Law School.
Following law school, he joined the NYS Department of Environmental Conservation to campaign for the state's first Environmental Bond Act. Sampson proposed a bike ride across the state to highlight the importance of protecting the environment. The successful campaign led to the passage of the New York State Environmental Quality Bond Act. Thus began a career in environmental law that cemented Sampson's reputation as a builder of consensus across aisles in service of preserving natural resources and access to green spaces.
Among his achievements, Sampson enjoyed positions as the Executive Director of the American Land Forum, Chairman of the NYS Freshwater Wetlands Appeals Board, Founding Director of New York Parks and Conservation Association, and Chairman of the Environmental Law Section of the NYS Bar Association. He also served as an adjunct professor at the Columbia University Graduate School of Architecture, Planning, and Preservation.
His signature professional accomplishment was the creation of the Hudson River Greenway, a network of multi-use trails along both sides of the Hudson River. As its first Executive Director, it was Sampson's ability to garner support in communities large and small along the Hudson that allowed the Greenway to flourish.
But Sampson would tell you that his proudest accomplishments were personal, as a loving husband and father to a wife and two sons who will miss him dearly. His patience and support as a father allowed his sons to find creative niches that led to two successful careers in the music industry; something you would learn within five minutes of meeting him. His pride in his family knew no boundaries.
He is survived by his wife of 56 years, Arlene Mernit Sampson; his sons, Christopher (Melissa Silvetti) and Jamie (Cia Glover); and his grandchildren, Nicholas, Alejandro, and Max. He is also survived by his sister, Sandra Sampson Sloan (Norton). His absence will leave a void in all of their hearts.

My memories of David go back 76 of the 80 years he was my cousin, 56 of those years as David and Arlene.

From a young age David knew how to make others feel comfortable. This trait persisted decade after decade of his life. It intertwined with another characteristic, namely that being with David often led to delightful adventures or discoveries, a richness that gave joy to others.

The first adventure came with a 1940s family visit to Troy. Knowing none of the larger people we found in Troy was unnerving. David folded me in with his friends, and we toured the neighborhood to see where each kid lived. One house had a living room with a large box. This large, wooden box had knobs and a tiny window with what looked like a movie inside. A TV!....the first one I saw.

The last adventure with David was in parts of the Hudson Valley and the Erie Canal areas. He drove. Ellen and I listened, fascinated by stories of people and ideas and events and community meetings and mayors surrounding the Greenway project and other things he had done. We heard with gratefulness what had been achieved and with pride that cousin David was so deeply involved in its accomplishment.

In a time of greater concern about the environment than exists now, I think a future generation of the family looking back at our generation - where we lived, what we did - would be very likely to conclude that the most important contribution was David's.

Our deepest and continuing sympathy to Arlene and to Christopher and Jamie and their families. David was a treasure.

I'll always remember Dave's kindness and interest in grass-roots community groups. When I moved to the Hudson Valley in the late 1990's I started a community bicycle program in Red Hook. Dave read about it in the paper and called me up, expressing great enthusiasm and support. It was from him that I first learned about the Greenway movement, which inspired me to apply for my first "real" job at Scenic Hudson. Thank you, Dave. My sincere condolences to members of the family. A kind and great man has left us.

Arlene and family, Mary and I extend our deepest condolences at David's passing. He contributed so much to so many, both at NYSDEC, where he worked (with me and others on these pages) directly and indirectly over many years, and elsewhere through the environmental community. It was really a career within a career and we are much the better for it. He was a gracious, thoughtful, funny, story-telling guy who you needed to have around. He taught me a thing or two during his tenure as a Freshwater Wetlands Appeals Board Judge when I appeared before him as a fledgling NYSDEC attorney. I was intimidated! Thankfully, I was later charmed when he came to work at Counsel's Office when Pete Grannis was Commissioner. Thank God we had those post retirement lunches in Albany, with more wonderful observations and discussions about the way things can and could be. Please be happy with the fact that in so many iterations of David's work he is well remembered and his absence long noted. I wish I could shake his hand one more time.

Arlene and family, I am saddened by this news. David and I followed each other around for a while after college. First he succeeded me as a cub reporter at the Troy Record, then he popped up at DEC under Commissioner Henry Diamond where we both brain-stormed the famous Bond Act bike ride, from Niagara Falls to Montauk. David had all the talented rider-friends as trainers at hand, and I had to miss it for National Guard active duty--but I read about it everyday in the statewide press. It became a benchmark for future environmental bond acts.
He was a good man and I regret that we drifted apart over the years. Several years ago, I ran into him at a City of Rensselaer envrionmental meeting and we struck up our old friendship ties immediately, as if we had left off the day before. He was that kind of a warm, considerate guy.

Unlike some of you, I was only privileged to know David for short periods, one of which was in the early days of the Greenway. Having a front row seat to the early Greenway period, I would say David deserves more credit for its creation than almost anyone else. I benefited from being a witness to his grace and wit. It was with Dave´s encouragement that I learned that I could hop on my bike in. Brunswick Hills and head for the countryside - no ultimate destination needed beyond the joy of being out.
