ANDREW BOESEL Obituary


Andrew William Boesel  
Died of natural causes on March 14, 2021 at his home in Chevy Chase, Maryland. He was 79 years old. Born and raised in Milwaukee, Wisconsin, he was blessed with a happy childhood, including a grandfather across the street who took him on the trolley to most of the home games of his beloved Milwaukee Braves. He was preceded in death by his parents, Hilmar and Frances Boesel and his sister, Elizabeth Spoelstra. His academic and professional life was centered on public administration. After graduating from Beloit College in 1963 and the University of Pennsylvania in 1965, he spent the next 40 years working with public interest groups and the U.S. Government to help improve the quality of government services. A special interest was the recruitment of outstanding candidates for careers in the field of public service. His work with the Harry S Truman Scholarship Foundation continued in his retirement. Andrew was a good man, a gentle man, a kind hearted, generous, cordial person. He was reasonable, warm and eager to enhance any group of which he was a part. He leaves behind his wife Kaye, his partner and best friend for the last 53 years. No services are planned at this time. Donations in his memory may be sent to Beloit College, 700 College Street, Beloit, WI 53511, the Cathedral Choral Society, 3101 Wisconsin Avenue NW, Washington, DC 20016 or a charity of your choice.

Sorry to only recently learn of Andrew's passing. He lived a life of scholarship and service and was a wonderful friend and mentor to me, helping to prepare me for the Senior Executive Service. My love to Kaye

Andy was the director of the Presidential Management Intern Program at the Office of Personnel Management for many years. It was an innovative Carter Administration program to attract public administration post-graduate students to federal service. Andy was professional, creative, and the perfect head of that program. I had the pleasure of working for him during one of my rotations in his office. Thank you for all he did for my career. May he rest in peace and deepest sympathy to his family.

Andy developed & administered the Presidential Intern Program at U.S. OPM starting in 1978. I was a PMI in the class of 1979 and had a stint in his office. Working for him was great fun. He was very kind, patient (what with 250 interns a year), and a great sport. The perfect person to run the PMI program. I lost touch with him when I moved back to Miami after my internship in '82. Deepest condolences to his wife and family.
