Dr. Joe Mitchell
February 9, 2025
Bayard was a friend and professor of mine at GWU when I was working on my PHD in the 1980s. He was chair of my doctoral committee and I valued his friendship, advice and deep knowledge of many subjects of which we had mutual interests. I will miss him greatly and wish his family members the very best with my memory of him in my mind.
