On Tuesday, May 4, 2004, peacefully in his sleep at his residence in Annapolis, MD. He is survived by his wife, Pamela T. Duncan; his son, Todd Duncan (Jennifer); his mother, Gladys J. Duncan; two grandchildren, D. Lauren Duncan and C.D. Duncan; his sister-in-law, Sylvia T. Belton (DeVaughn, M.D.); other loving relatives and friends. Mr. Duncan was predeceased by his loving first wife, Dorothy T. Duncan and his adopted father, R. Todd Duncan. A memorial service will be held on Saturday, June 19, 2004 at The Dunbarton Chapel of the Howard University School of Law, 2900 VanNess St., N.W. at 11 a.m. In lieu of flowers contributions may be made to the NAACP Legal Defense and Educational Fund, 99 Hudson St, New York, NY 10013. Charlie's long life in the law was full of the acomplishments that have earned him a honored place in the history of the District of Columbia. A thoughtful friend and a generous mentor, he carried himself with an understated elegance to which many aspire but few achieve. I celebrate the life and mourn the passing of this wonderful man who it was my honor to know.
