Dr. Menges has been a trustful friend of liberty and denounced fiercely the evils of totalitarianism, specially upon my country.
Brazilians owe him an immense debt of gratitude.
May God receive him in His Glory !!!

Constantine was always brilliant and incisive in his analysis of foreign policy and national security issues. It was an honor to be associated with him for some twenty-five years. The nation has lost a great patriot; a man who loved his country and served it with passion, determination and commitment.

Please accept my deepest condolences for your loss. I had a brief opportunity to work with Dr. Menges in the mid-1980s, and I became deeply impressed with his knowledge, humanity, commitment, and his kindness. My prayers are with you.
