Hal was the Peace Corps Country Director in Cote d'Ivoire during my first year of service as a PC volunteer. I did not get to know him well (as there were 100+ vols in the country, I believe), but have memories of Hal has an able Country Director. Hal and his wife were very kind and gracious hosts to us "new kids on the block." I am very glad and proud to see that he held so many more illustrious positions in his post-PC career.

While I didn't have the pleasure of meeting Mr. Fleming, I learned much about him from my longtime friend Fred Routh, who worked for him at the Equal Employment Opporunity Commission. Fred said that Mr. Fleming was not only a mentor but a hero to him and he valued very much his time there. No doubt one of many who could say the same thing.
