Ihor Kotlarchuk Obituary

IHOR O.E. KOTLARCHUK, 80, of Alexandria, VA passed peacefully on June 15, 2024. He was born July 31, 1943 in Czernichiwci, Ukraine and emigrated to the U.S. with his parents as a child. He is survived by his loving wife, Natalia.
Ihor was an accomplished tax and criminal lawyer based in Alexandria, VA. Ihor had a distinguished legal and public service career and served as senior trial attorney in the U.S. Department of Justice. He served in the Civil and Fraud Section and the Internal Security Section of the Criminal Division from 1973 to 1997. He received a Bachelor's of Science in Finance and Juris Doctor from Fordham University, LLM, Master's in Government from Georgetown University, as well as a Master's in Education from Mary Washington College. He was admitted to the BAR in New York, Washington, DC and Virginia. Ihor served as a Lt. Colonel in the US Army JAG from 1969 to 1973. He was decorated with the Bronze Star and Legion Of Merit for his exemplary service to the United States.
After his retirement, Ihor continued in private legal practice and also served as Senior International Law Enforcement Advisor on tax policy for the U.S. Treasury Department. Ihor also remained active in the Ukrainian-American professional community as president of The Washington Group from 2000 to 2005 and held other leadership positions in the Ukrainian Congress Committee of America. Ihor had many friends and colleagues across the United States and Canada as well as countries throughout the world. Ihor's intellect, warmth, and congeniality will be greatly missed by friends and family.
A celebration of Ihor's life will be held at Demaine Old Town, 520 South Washington St., Alexandria, VA 22314, on Saturday, June 29, from 1 p.m. to 3 p.m.
In lieu of flowers, donations may be made to a Ukrainian-American organization of your choice.

I miss Ihor a lot. He was a wonderful cousin.. really more like a brother. He always listened and gave advice. I´ll never forget our beautiful family get together in Riverhead. Love you lots Ihor.

I will always remember Ihor as my father´s best friend..they were always at each others side. Ihor and Eugene are now together in heaven.. they are with their parents in a better place. Growing up,my uncle Ihor was always there... whether it was in NYC or Queens visiting us and his parents, or on Long Island - where we all spent our summers as a family.. or when we would frequently visit him in DC/Alexandria.. and he would always show us around his favorite places. I remember this all as if it were yesterday. I will
Always remember him as the uncle with the "most fabulous" Jeep- he loved driving around with all the windows out and the roof down. So fun!
Igor was a wonderful attorney, a dedicated member of the US Army, later a teacher and dedicated family man. He will be missed. Vichnaya Pamyat!

I remember Ihor as not just an amazing cousin/brother but as my mentor for college and med school. I remember when I had not heard from a particular med school for an interview he said "what are you waiting for call and ask them why you have not heard". I called. Got an interview and offered a position " the rest is history. Thanks Ihor xoxo. Rest in peace with the Lord.
