Paul and Jayne were friends as children. We have always enjoyed our times together. Jayne was always lovely and charming and fun to be with. Our sincerest sympathies to all her family.

My long-time friendship with dearest Jayne goes back to "old neighborhood days". Many Saturday mornings were spent at the Harper home with little sisters (Peggy and Donna) and Mrs. Harper.unforgettable memories.

I am very sorry about the passing of Jayne. I admired her for incredible leadership skills and wisdom. She not only was the Mayor of Kensington, MD, she also was responsible for the Americas desk at the U.S. Department of State, appointed by President Ronald Reagan. Jayne was key to our subnational diplomacy efforts. Jayne did all of this while being a mother. May Jayne rest in peace. Marie Royce
