John is to be remembered as a kind person, a stellar professional, and a good Dad. Glad to have been a part of his life as a family friend.

John's strong leadership helped energize the newly established FEMA and its National Preparedness Directorate. It was a distinct pleasure working with John and this interagency team of highly motivated persons to build the key National civil defense, continuity of government, and industrial preparedness programs our Nation urgently required to counter the intense confrontations of the 1980s Cold War.
