JULES BERMAN  
Jules Berman died peacefully October 5, 2013 at his home in Silver Spring, Maryland. Born September 11, 1910 in Chicago, raised in Rochester, NY, he had a long and distinguished career at the U.S. Department of Health Education and Welfare where he played a key role in the initial creation and launch of Medicare and Medicaid and the early revisions and expansion of Social Security. Jules often represented HEW at Congressional hearings and briefings during the Kennedy and Johnson Administrations. He had a second rewarding career at the University of Maryland as Emeritus Associate Professor in its School of Social Work and Community Planning. Jules was beloved as much for his warmth and compassionate interest in those around him as for his intelligence and his range of interests. Jules was the devoted husband of the late Susan Berman and is survived by his children, Robert of St. Petersburg Florida, Elinore Shafer of Fairfield Connecticut and Jeremy of New York City as well as seven grandchildren and six great-grandchildren. Jules' kindness to others was returned to him and his family wishes to thank the especially caring staff and residents at Bedford Court in Silver Springs where he lived for nearly ten years and the resourceful team of caregivers who assisted him in his final days.
