LOWERY

LILLIAN M. LOWERY Ed.D

The family of Dr. Lillian M. Lowery announces her death on Wednesday, April 13, 2022, at her home in Yardley, Pennsylvania. She served as the education leads for two states: State Superintendent of Schools for Maryland State Department of Education and the Secretary of Education for the State of Delaware She was preceded in death by her mother Macie Lee Lowery Bagley (James) and her father, Fred Robinson, Jr. She is survived by her two sisters, Juanita Lowery-Gingles and Lisa Lowery of Belmont, North Carolina.

Prior to her retirement in January 2022, she most recently served as Vice-President of Student and Teacher Assessments at Educational Testing Services (ETS). Prior to that, she served as Vice-President for Ed Trust, where she worked on PreK-12 policy, research, and practice. Lowery also served as President and CEO of FutureReady Columbus in Columbus, Ohio.

She held numerous positions in educational communities before becoming the state lead in Maryland and Delaware. She served as Superintendent of the Christina School District in New Castle County, Delaware. She also served as an Assistant Superintendent (Ft. Wayne, Indiana and Fairfax County, Virginia), high school principal and assistant principal and a secondary English teacher.

Her passion for the education of students across this nation is evident by her association with several organizational boards. These include Delaware State University, EdReports.org and the Carnegie Foundation for the Advancement Teaching. In addition to these organizations, she was a member of the Broad Urban Superintendent's Academy, Delt Sigma Theta, Inc and the LINKS, Baltimore chapter.

Dr. Lowery holds a doctorate in educational leadership and policy studies from Virginia Tech, a master's degree in education curriculum and instruction from the University of North Carolina, Chapel Hill and a bachelor's degree in English and secondary education from North Carolina Central University.

A memorial service to honor her life will be held on Saturday, April 30, 2022 at 12 noon at Costner Funeral Home in Gastonia, North Carolina. In lieu of flowers, donations may be made to the Boys and Girls Club of your choice or the African-American Museum of History, 300 S. Firestone St., Suite P, Gastonia, NC 28052 and cards may be sent to Costner Funeral Home, 2425 W. Franklin Blvd., Gastonia, NC 28052. Online condolences can be given at:

Ms. Lowery was my high school English teacher in the 90s at James Madison H.S. in Vienna, VA. I loved her class. She was a warm and brilliant teacher who taught me so much. I see she went on to do even more great things in education and I'm not surprised. I am so sad to learn of her passing. I hope her family and friends find peace and comfort in good memories of Ms. Lowery.
