Michael Anthony Parmentier

Col. (USAFR, Ret.) Michael Anthony Parmentier passed away, surrounded by his wife and his two sons, on May 10, 2023. Michael was born and died in Washington, DC, but grew up in Meriden, Connecticut.

He graduated from the Air Force Academy in 1966 with a B.S. in Mathematics & Computer Science. Following graduation, Michael earned an M.S. in Mathematics and Computer Science from the Courant Institute at New York University. At New York University, Michael volunteered for Vietnam, but was sent to the Pentagon to serve in the Air Force Data Services Center. In 1974, he was selected to represent the Air Force at the Rand Corporation in California. Michael enrolled in the Rand Graduate Institute, where he studied policy analysis, ABD for his PhD and earned a master's degree. In 1980, Michael joined the Defense Department in McNamara's "whiz kids" group at PA&E. Michael was the focal point for establishing, funding, and overseeing the U.S. Central Command and the U.S. Special Operations Command. In 1982, as a Senior Executive Fellow he attended the Kennedy School at Harvard University where he studied Public Policy.

As Director of Readiness and Training for DoD and a member of the Senior Executive Service, Michael conceived, developed, and captured funding for the groundbreaking Training Transformation and Advanced Distributed Learning programs. The ADL Initiative created the Sharable Content Object Reference Model, or SCORM, which became the standard for technology-based learning and is still accepted worldwide as the paradigm for technology-enabled learning. In recognition of his contributions, Michael was inducted into the U.S. Distance Learning Association Hall of Fame.

After retiring from Federal service, Michael was an executive at Booz Allen Hamilton for 10 years and led their Learning Team. Michael continued as a consultant to Booz for five years facilitating the APEX program, a charm school for Senior Executives across DoD.

Michael is survived by his wife Gail, son Kyle (Ilga), son Chris (Courtney), sister (Leslie), and two beautiful granddaughters, Kaija and Charlotte, sister-in-law, Mary Rita Sheehan, brothers-in-law Bill Tobin, Peter Tobin, Jerry Sheehan, 18 nieces and nephews, 27 great and 13 great-great nieces and nephews. Michael was predeceased by his father Raymond, his mother Marilyn Sault and sister Marcia Gerace.

A celebration of life will be held on July 13, at Our Lady of Good Counsel Church in Vienna, VA starting at 10 a.m. Interment will be at Arlington Cemetery at a later date. For Michael's full obituary go to Money and King website at

I had the pleasure and privilege of working with Mike when I was assigned to the Marine Headquarters in the 1980s. Even among a highly talented group at PA&E, Mike was extraordinarily bright and patient with those of us new to the Pentagon. He was a patriot and a genuinely good person and friend. Even when we had differences of opinion Mike was able to keep all discussions on a professional basis. I learned a great deal from Mike and am deeply saddened to learn of his passing. RIP my friend.
