Captain Richard´s truly lived up to his name. His smile conveyed so many meanings - joy, a joke or a plan about to unfold.

Although he was my Commander, Captain Richard´s always had sage advice regarding life, people not just police work.

May he rest peacefully and forevermore with the Lord.

I'm still in shock. Have know Smiley since we were on the PG Sheriffs together. We both came to the county police in mid 80's, though he was able to come over in EPO class, while I went thru entire academy. How time flies. miss you

I worked with Smiley at the District IV, Station ...he was such a genuinely great person. As soon as he walked into the room, he brought a smile to your face. It was an honor working and knowing Smiley....He will be missed...Sympathy to the family

Smiley was one of the easiest-going, funny, fun-loving and great police officers I ever had the pleasure to work with. When he came to our squad in the mid-1980s from the Sheriff's Office, he made my job as sergeant easy and brought us many good memories. His death on Saturday, March 2, was a shock to all. Smiley, you are missed already; and you will always be in our hearts. ?
