I was honored to work for Phil on the Committee on Ways and Means. I deeply respected Phil's calm and steady leadership as he guided our Members and staff through the transition to the Majority and the passage of Committee's provisions in the "Contract With America". I will miss joining you as a conflict prevents me from attending Phil's service. My heartfelt sympathy to Norah, along with Phil's family, friends, and colleagues.

I worked with Phil during my 20+ years on Ways and Means, both in the minority and majority. He was a strong leader and a true gentleman. I admired him greatly. He was a real class act. My love and prayers go out to Norah.

Phil was always a significant part of life - from high school, through us standing together at graduation from UT, through Texas Breakfasts in DC in the '80s, to the comfort of knowing he was just down the road, enjoying life in Southport. It's hard to accept that he's gone. However, while he may no longer be here in the flesh, he will never be gone in spirit. I know I will feel his presence.

I had he pleasure working with Phil in his many years as the Ways and Means Chief of Staff for our mutual friend, Congressman Bill Archer. Phil was always very helpful and a delightful person. I am sorry that I lost track of him when Bill retired in 2001. But I see he continued to be very active.
