RICHARD EVANS SETTLE (Age 48)  
Of Hagerstown, MD and formerly of Downsville, MD passed away on Monday, May 26, 2014 at Meritus Medical Center Hagerstown, MD.Born, February 19, 1966 in Hagerstown, MD to Becky A. Hammond Settle of Downsville, MD and the late Charles C. Settle.He was a 1984 graduate of Williamsport High School Williamsport, MD.He was employed by Veterans Affairs Medical Center Washington, D.C. until his retirement.He was a member of First Christian Church Boonsboro, MD.He was a member of Sons of the American Legion Potomac Post #202 Williamsport, MD.Survivors Include: Besides his mother and her husband, William C. Pike married May 18, 2013 of Hagerstown, MD; maternal grandmother, Phyllis Jane Hammond of Downsville, MD; brother, Timothy A. Settle and his special friend Chris Hosfeld of Downsville, MD and longtime family friend, John Scott of Corning, NY.The family will receive friends at the Osborne Funeral Home, 425 S. Conococheague St., Williamsport, MD on Friday, May 30, 2014 from 6 to 8 p.m. The funeral home will be open after 9 a.m. on Friday for the convenience of family and friends.Funeral services will be held at the Osborne Funeral Home on Saturday, May 31, 2014 at 11 a.m. The family will receive friends 1 hour prior to the service on Saturday from 10 to 11 a.m. Interment will be in Cedar Lawn Memorial Park Hagerstown, MD. A memorial service at the Veterans Affairs Medical Center in Washington, D.C. will be announced at a later date. Memorial donations may be made to Humane Society of Washington County, 13011 Maugansville Rd. Hagerstown, MD 21740Online condolences may be made to the family www.osbornefuneralhome.net

Settle Family-we are so sorry tho hear aout this. We had the pleasure of meeting and working with Richard at the VA Medical Center. Richard was a very kind, funny and strong man. He stood for what he believed in and we truly admired that about him.
We knew he had been suffering for many years and now he can rest in peace and we are sure he is looking down on you at this very moment.
We know words are of very little comfort during this time and we believe if you trust in your GOD-things will work out the way they are suppose to and that everything has a purpose.

Bill, Timmy and mom....I am so sorry to hear that Richard has passed away. My thoughts and prayers are with you and your family at this time. I will be praying for you all in the upcoming days ahead.

Bill and the family , Richard will be missed. There will be times when you fell lost without him, think of the good time you spend together. I got to know Richard at VA Hospital some years ago and he was a true friend , He cares about people and he was always willing to give a helping hand when needed. I will miss him also and may the peace of God be with you'll. Be strong and we are just a phone call way.

The Indian Poet Rabindrath Tagore wrote: "Death is not the extinguishing of the light, it is the putting out of the lamp for the dawn has come." I thank LIFE itself for the gift of Richard's humor and courage and strength in being on deck with a core group of Veterans Administration Employees working for LGBT and human rights in the workplace in the late 1980's and 1990's and beyond. His presence was a visible lifeline to those of us beyond the beltway clinging to HOPE.

My prayers go forth to his husband Bill, who he loved so; that fond memories and comfort will be on deck and in time the serenity of cherishing the blessings of time with Richard will bring comfort.
