STEPHEN DILLARD Obituary


Stephen W. Dillard  
A former Deputy Assistant Director for Counterintelligence, of the Federal Bureau of Investigation with 28 years of service, died at his home in Virginia on December 9, 2016. He successfully directed high-profile espionage, foreign counterintelligence, criminal and counterterrorism investigations of national and international scope. While in the FBI, Mr. Dillard was appointed jointly by the Director of the FBI and the Secretary of Energy to fill a statutorily mandated FBI senior-executive detail position as Director of the Office of Counterintelligence at the Department of Energy, where he was responsible for, among other things, overseeing the protection of U.S. Nuclear technology from unauthorized domestic and foreign acquisition. Mr. Dillard was a devoted husband and father whose hobbies included photograph, fishing, travel, cooking, and diverse scientific disciplines.  He is survived by his wife, the Honorable Margaret M. Sweeney; daughter, Sarah Mason and son-in- law, Michael Mason; daughter, Katherine Dillard; stepdaughter, Carolyn Riegel; grandchildren, Hayden, Kayanna, and Makara Mason. He was proceeded in death by his father, Houston Wayne Dillard and Mrs.  Friends may call at the Cunningham Turch Funeral Home, 811 Cameron Street, Alexandria, Virginia, from 5 p.m. to 8 p.m. on Friday, December 16, 2016. A memorial service celebrating his life will be held on Saturday, December 17, 2016, at 10 a.m., at Cunningham Turch.

My memories of Steve bring tears to my eyes. Being a younger cousin, I looked up to him as a role model. He was always a leader. Always brilliant. Always stood out as someone with a destiny. My admiration turned into respect, the older I became. Respect for the sacrifice, the selflessness, the commitment given to others throughout his life. Godspeed cousin. Peace. Rest.

Judge -

I was deeply saddened to hear about Steve's passing. He was a good friend and terrific boss - as adored by his colleagues as he loved you and the kids. Steve had an amazing, rather dark, sense of self-deprecating humor that always illuminated hypocrisy and helped us all maintain our perspective as we worked with or for him. I'll miss Steve lots and am grateful for all that he did to guide us to make this a better place, enhance the personal and professional lives of those he touched, and help us find a drink in Salt Lake City. Steve was a true gentleman and a great guy. A big chunk of him will live on in me and many others - fer sure.

My deepest condolences on the loss of a great American patriot who is, I know, beloved by his wife and children. I have the greatest admiration for a man who I knew as a real professional and who treated all around him with kindness and decency. May the Lord provide for the repose of the soul of his servant Stephen, and may He provide for the spiritual sustenance necessary in this time of heartache by his family. Rest in peace, until we all meet again.

Dear Mrs. Dillard, his beloved daughters and family,

I am so very sorry for your loss. I knew your husband/father many years ago working at the FBI. He was one of the finest, most intelligent men I have ever met and truly admired. It was a great honor to work with Mr. Dillard. He sacrificed so much and served his country proud. We will miss him terribly. May God bless his soul and keep him safe in heaven.

You are in my thoughts and prayers. May fond memories of your loving husband and father help you in the days ahead. God bless you.
