THOMAS ALBERT DAVIS

Thomas Albert "Tad" Davis, 84, passed away on December 28, 2022. He died peacefully at home, surrounded by his family, from complications related to Parkinson's disease.



Tad was born in Birmingham, Alabama in 1938 and grew up in Jacksonville, Florida where his family was in the restaurant business. A life-long Gator fan, Tad left Jacksonville to attend the University of Florida. There he earned Bachelor of Arts and Doctor of Jurisprudence degrees. He received his LLM in Taxation from the Georgetown University Law Center.



Tad's first post in Washington, D.C. was with the US Army serving as a Strategic Intelligence Officer with the Defense Intelligence Agency. Following his Army career, he was an attorney in the Chief Counsel's office of the Internal Revenue Service. It was there that he became an expert in the taxation of life insurance and companies, a specialty that became the anchor of the legal and legislative practices of Davis & Harman LLP, the firm he founded in 1985 with William Harman.



Tad's detailed knowledge of the law extended to legislative and regulatory issues in the area of tax, financial markets, agricultural policy, and the horse industry. He is the author of the Horse Owners and Breeders Tax Handbook, the leading authority on these issues.



More importantly, he is known for his honesty, integrity, and loyalty to his friends. Tad will be remembered as a brilliant, witty, and compassionate man. He was always eager to help others, going above and beyond to assist whenever possible. Even in his old age, he was the life of the party. He enjoyed spending time with his family and friends, playing golf, and any project around the house.



Tad is survived by his wife, Jerri, his children, Denra and Reilly (Himaja), his newborn first grandchild, Rishaan Thomas, and many friends and family who loved him dearly.



A reception will be held at a later date following his inurnment at Arlington National Cemetery. In lieu of flowers, a donation may be made in his memory to Georgetown University's Neurology Fellow Program (neurology.georgetown.edu/fund-a-fellow/).

Jerri I was very sorry to hear of Tad´s passing this week. I worked with Tad on a number of important legislative matters. He was brilliant and his ideas and most helpful. I also had the opportunity to work with Tad at Davis And Harman. I considered him a friend as well as a colleague, my sincere sympathy to you and his family congressman, Tom Ewing, Retired.

Tad was a favorite person who was always welcome in my office. He was honest and straightforward. His reputation on Capitol was above reproach.
