My first assignment to the Pentagon as a recently graduated Major of the Armed Forces Staff College found me in Management Division of the Office of the Chief of Staff of the Army and Victor Hugo giving me me welcome interview.
He made it clear that as a staff officer under his command that I had an obligation to tell him when I disagreed with him on a position or policy. His charge was clear ... If you tell me you disagree and I don´t accept your position and it turns out you were right and my decision was wrong - you get to tell me so. If however, you don´t speak up ... well then you had to remain silent.
Great guidance from a General Officer and a concept I used for the remainder of my active duty and 35 years post military business in the corporate world.
A true man, General and Leader and today´s military would benefit greatly from the presence of the likes of Major General Victor Hugo!
Sir you are not forgotten!

As a newly assigned Major to the Pentagon I was fortunate enough to to be assigned to the Office of the Chief of Staff of the Army in the office that ran critical missions for the Chief. The office was headed up by none other then Major General Vic Hugo. My introduction meeting was fascinating. The meeting was down to earth and reflected the special interest that he had for all with who he served. The one thing that stood out in my mind was his guidance on dealing with problems that we were asked to handle for the Chief. He made it clear that if we disagreed with a recommendation that he made for solving a problem we need to voice our concerns --- he would make a decision based on all the inputs that he received. If it turned out that he was wrong (seldom if ever) and we were right we could say so.... But if he was wrong (seldom if ever) and we had not stated our different opinion we could not comment on the outcome. A great lesson on speaking your mind and then following the decision of the boss even if you disagree. This was a life lesson that served me well as an corporate executive in my post Army career.

I first met General Hugo in a ground school at the Darmstadt Army airfield we were both in the military flying club after our weekly class as a group we would go to a lease for beer and pasta and he would often drive me back to the barracks. We were always in civilian clothes and he didn’t want anybody know he was a General. He didn’t want to make the class feel uncomfortable. I was a newly arrived PFC. I was seen by a Sgt in my unit being dropped of by Vic but never was asked about it and I never volunteered any info even after We learned his rank. A great leader and just one heck of a nice guy!

I worked for General Hugo in the CofS Army office. He was an inspirational leader who I was proud to call friend when our service to the Army was concluded. He was unwaivered in his mission and service to the nation.

General Victor Hugo personified "duty, honor and country." I count myself
fortunate to have had the opportunity to get to know this remarkable
American Patriot. His courageous record in combat is an inspiration to all freedom loving Americans. His character, honesty and integrity were hallmarks of this man who in addition to being a remarkable warrior was a true gentleman in the finest traditional sense. I will miss this good friend and his wise observations that he freely shared during our regular neighborhood walks. But I will never forget General Victor Hugo.

He never forgot his roots. As a BG, he stood up against higher ranking conventional flag officers and defended the mission of Special Force Detachment - Korea at a time when higher ranking flag officers wanted to do away with the detachments non-commissioned officer positions and replace them with commissioned officers. Vic said, "No way are they going to mess with my SF NCO's" and he made his stand right alongside some of US Army Special Forces Detachment 39's other heroes...Kingston, Healy, Yarborough, and Singlaub. Vic is one of the great ones...may he rest in peace as his memory lives on.

It was a great honor for me to meet and work with General Hugo as a member of the OSS Society's Board of Directors. While we served our nation during different eras, we both agreed that every US-led intelligence and SOF mission around the world was and is performed by everyday American women and men who rise to exceptionally difficult and dangerous occasions out of patriotism and love for this country and the Constitution for which she stands. These are the vital attributes that bind generations of intelligence and SOF officers together. They are unshakeable.
General Hugo led his missions, men, and women with competence, confidence, and an abiding faith in the principles of freedom, liberty, and democracy. The world is a better place because of General Hugo. Let us always honor him, his lovely wife Thuy, their families, and the many sacrifices they have made in the name of the United States of America.

I knew Vic when we both were employed by the Vinnell Corporation, he in Saudi and me in Virginia. An amazing soldier and truly wonderful person. RIP Vic
