I first met Bill while employed at Northrop Services in Rosslyn, Virginia in the spring of 1984. At our first meeting, I noticed a resemblance to a Douglas Smoot of my age group whom I knew as a fellow parishioner at a church I was attending in Bethesda, Maryland. I asked if they were related, and he confirmed that Douglas was one of his sons. I had recently graduated with a BS degree in mechanical engineering from the University of Maryland in December of 1983. For my first job out of college, he gave me useful insights for the writing of Engineering Change Proposals that were necessary for my assigned revisions of minesweeper shipbuilding specifications. Bill Smoot was very inspirational, as he gave me useful insights in the usefulness and functions of shipboard equipment, and how military and industrial specifications are used for contracting purposes. He also knew a lot about automotive maintenance and electric motors, and gave me advice on how to properly diagnose and fix my car. He was someone who could find useful employment in a wide range of commercial and military applications, and was a good example of how engineers help the American economy.
