Senator Starr was a gentleman and a statesman. I am honored to have known him. With his kind words, gentle smile and determined spirit, he led our community. celeste: my deepest prayers and sympathies. terrell was simply the finest man and public servant i knew. he was a model legislator for all, a pillar of integrity and a tremendous ally to all those in need. he helped me immensely both professionally and personally. i consider myself incredibly fortunate for having worked with and known terrell. the state has lost one of its very best.
