The Foresthill Divide has lost one of it's greatest assets and advocates with the passing of Frances. She was intelligent and fun-loving with a wonderful sense of humor. My father recognized her abilities and talent early and encouraged her to put them to use for the betterment of her community. It was our privilege to have known Frances and Ed and hope they are again together.

Mrs. Rains and my Mother were long time freinds, we respected her so much and she was indeed a treasure and guiding force in the community. God blessed her life and she in turn blessed ours. Carol Brooks Lane

Frances was one of the Foresthill Old-Timers that was a treasure to our town. She was famous for her cooking. She will be missed. Laura Neckels

Every time I passed Frances house I thought about stopping in to say Hello, I am sorry now that I didn't do so. I always thought Frances and Ed were nice people....Rest in Peace Frances

I had the privilege of meeting Judge Frances Rains in 2008 when I interviewed her at her home in Foresthill. She shared a story of how she had promised her mother that when she left the Navy, she would move to where ever her mother was living at that time and would stay for 2 years. Her mother resided at Baker’s Ranch and that is how Frances came to settle down in Foresthill. In addition to her judicial assignment in Foresthill, she became a Circuit Court Judge; traveling to courts in Lincoln, Auburn, Roseville, Colfax and Tahoe. She spent so much time traveling that her husband Ed, had business cards made for her which read “ Have Gavel, Will Travel.” Judge Rains shared that she enjoyed her job and took it very seriously. I found Frances to be a strong woman who spoke her mind. She was the first woman judicial officer in that township, and her contributions will not be forgotten. Rest in peace Judge Rains
