Born in Lowell, he was the son of Phen Thun and her husband Touch Kong of Lowell, and Chetra Chhim.
He graduated Lowell High School and attended Middlesex Community College. He was currently working at Dunkin Donuts located at the Lowell General Hospital Saints Campus. Previously he worked at the Radison Hotel in Chelmsford.
Devin enjoyed staying active and going for a walk. He was a member of the Trairatanaram Temple in Lowell
Besides his parents and stepfather he is survived by his siblings Justin and Jasmine Chetra and Kaydin and Keleyn Kong. He is also survived by many friends including Bunny.

Funeral Thursday September 14, 2023 at 8am at the DOLAN FUNERAL HOME, 106 MIDDLESEX STREET, N. CHELMSFORD, MA. Procession to follow at Merrimack Crematory 10 Henry Clay Drive Merrimack NH 03054. ARRANGEMENTS BY DOLAN FUNERAL HOME 978-251-4041. Guestbook at www.dolanfuneralhome.com
