Rep. Joe Moreno killed in accident

Rep. Rafael Anchía and staff member of another representative hurt in one-car crash in Fayette County

Texas State Rep. Joe Ernest Moreno died early today in a one-car accident on Texas 71 in Fayette County; a second state representative and the chief of a staff for a third representative were injured.

Texas Department of Public Safety officials said Moreno, the 40-year-old Houston Democrat, died around 2 a.m. at the scene of the accident between Ellinger and LaGrange. Moreno is the first state lawmaker to die during a legislative session since 2003 when Rep. Irma Rangel, D-Kingsville, died of a brain tumor.

State Rep. Rafael Anchía, 36, D-Dallas, was taken to Brackenridge Hospital with non-life-threatening injuries, officials said. Monica Lisa Piñon, 28, the chief of staff for State Rep. Joe Pickett, D-El Paso, was in the back seat of the truck and also was taken to Brackenridge Hospital with broken bones. She is currently in surgery reportedly is in fair condition.

In a prepared statement, Gov. Rick Perry said Moreno served his community "with great dedication and integrity. Our thoughts and prayers are with Joe's family and friends during this difficult time. He will be dearly missed by all who knew him."

Perry also said he is praying for a "full and speedy" recovery for Anchía and Piñon.

DPS investigators said Moreno was driving west on Texas 71 when the 2004 pickup truck veered onto the shoulder. Moreno apparently overcorrected and the truck swerved into a ditch and rolled over several times.

House speaker Tom Craddick, R-Midland, said today that the group had been in Houston for the Houston Rockets game against the Dallas Mavericks, which had a scheduled 8:30 p.m. start time Thursday. Anchía was reportedly a loyal Mavericks fan.

State Rep. Mark Strama, D-Austin, said he also had been invited to go with the group Thursday but declined. Strama said he would issue a statement about the invitation later today.

"We are in shock this morning," Craddick said shortly after returning to the Capitol from Brackenridge Hospital. "Nothing can prepare you for the sudden loss of someone that you see and talk with every day. Joe was a young man with a bright future who early on distinguished himself in his district and in the House.

"This has been a discouraging and heartbreaking morning in which I have prayed for everyone involved," Craddick added. "We are grateful that Rafael and Monica are OK, but my wife, Nadine, and I are so grieved for the loss of Joe and for what his family must now face."

Craddick said he went to hospital last night with his chief of staff, Nancy Fisher, and stayed with Anchía until his wife arrived.

"We in the House consider ourselves a large family and, as a family, we experience both tragedy and joy," Craddick said on the House floor this morning. "As a family we will all mourn the passing of our friend Joe."

Initially, Craddick said this morning the House planned to meet today — and to host a wedding ceremony for Rep. Mary Denny, R-Aubrey, on the floor — to honor Moreno's memory. But after hearing criticism from at least one veteran member, Craddick reverse course and adjourned legislative business until Monday.

Rep. Senfronia Thompson, D-Houston, recalled a day late in the 1973 legislative session when the House skipped a day of business to honor Rep. Hawkins Menecee, a freshman legislator killed in a highway accident.

"I hope the administration, the leadership of this House will remember what we did in 1973," she said.

They did.

At the Capitol, news of the fatal accident drew an immediate reaction. By 8 a.m., callers and well-wishers already were stopping by the offices of Moreno, Anchía and Pickett to express condolences.

As the House convened at 9 a.m., two large bouquets of yellow roses were placed on Moreno's desk. Nearly two dozen house members, heads bowed, and several crying softly, gathered around. Several prayed, others hugged and quietly expressed condolences.

"He was such a talented, young man. It always happens to the best ones," said state Sen. Eddie Lucio, D-Brownsville. "We will work to keep his spirit alive. God gave him a big frame because he had a big heart. He will be very much missed."

Sen. Leticia Van de Putte, D-San Antonio, placed a single red rose on Moreno's desk. She stood silently for a few minutes, head bowed.

Craddick said that Anchía has been released from the hospital but that Piñon's broken bones made her condition more serious.

Pickett said Piñon had told him Thursday that two House members had invited her to the game. Pickett said she asked for permission to go.

Moreno was elected in November 1998 to represent House District 143 and is serving his fourth term in the House.

According to his biography, he has been involved for many years in the Harris County Tejano Democrats and the League of United Latin American Citizens Council.

He lived in Denver Harbor, and his district also included the Houston suburbs of Magnolia, Manchester, Jacinto City and parts of Pasadena.

During this year's session, Moreno was part of a group of lawmakers attempting to hit the petrochemical industry with fines and injunctions for hazardous air emissions. The effort was defeated Tuesday after they failed to get sufficient support for four amendments to toughen laws governing pollution releases.

Anchía was elected in November 2004 to represent District 103.

He began his public service in Dallas, where he was twice elected to the Dallas school board. A graduate of Southern Methodist University and Tulane law school, he is an attorney with the law firm of Patton Boggs.

Anchía lives in the Dallas community of North Oak Cliff with his wife, Marissa, and daughter, Sofia.

The last time I have seen Joe in person - he was a passenger in a passing SUV which was driving down Commonwealth in the Montrose about to make a left turn on Westheimer. After hearing of the loss of another Tejano Democrat - Joe Moreno - I decided to locate an uncirculated photograph from the Art Car Museum where his dear friend Jessica Farrar held an Art and Politics Forum @ the Art Car Museum back in February 2004.



Joe posed with one of Mark Bradford's sculptures - which was a wheeled scorpion, and snapped a pic with Rep. Moreno in the background. Two of these pics were taped on the Montrose Patriot art vehicle during the recent Art Car Parade (Joe never rode in the parade - this was the last thing he would do if he ever decided to ride in one), and both pics (which I would consider as two relics from the 2005 Art Car Parade) will be donated to the Harris County Young Democrats and the Harris County Tejano Democrats as of this writing.



There is no other like Joe, and Jessica might be alone these days where her best friend is no longer with us.

Dear Moreno Family,

I can't begin to imagine your pain. It's so crazy to imagine a world without Joe. He was a wonderful person, a wonderful friend. Joe and I became friends back in High School through our involvement with CYO. He was the kind of person that you just kind of became friends with instantly. He could make me laugh like no one else. Our birthdays were five days apart, and even when we hadn't talked in a while, the phone would ring somewhere around our birthdays, and we would catch up. He had a great memory, and it always seemed as if no time had passed. He was the kind of person that once you were his friend, you were always his friend. Joe lit up any room he entered. I can only imagine him now - sitting, surrounded by loved ones that had preceded him, filling the room with his joy and laughter.

Joe accomplished many things, and was proud of many things in his life. It was clear, though, that what he was most proud of was his family. You all will remain in my prayers.

I called and asked again if they could adjust his schedule, even if he could attend for a short while? Many teachers, parents and happy students were very pleased when he attended the ceremony, greeted the audience and distributed pencils to the students. I also remember one evening when he came to the Denver Harbor Civic Club and made a donation for the scholarship fund. He was leaving the meeting early to make it to another meeting. He was a committed elected official. Another time the Tejano Assocation for Historical Preservation was trying to raise money to bring a guest speaker from the Chavez Foundation and I told him of our dilemma. He enlisted the help of Hon. Jessica Farrar and between the two of them in one afternoon, were able to accumulate donations for the airfare and the honarium fee. These are just a few of the stories where he did make a difference. His can do attitude with his winning smile brought the promise that he was working for a better future for our youth. His hand picked staff have always been courteous and very responsive to the public as well. He will be sorely missed. I am glad that my family and I have had the opportunity to know him personally. Our hearts and prayers go out to his valiant family who have always stood by him and supported him in his political endeavor. I am sorry that Hon. Joe Moreno did not have the luxury to grow old and die later in his years. We were touched by his gentleness, we will remember what he did for others and we will always remember his can do spirit. He will go down in the history books as a Texan who made a difference.

Our hearts go out to the Moreno Family. We knew of Joe through a couple his friends and his sister. We never actually had the chance to meet him but had always heard great things about him. Wonderful brave man with the courage of his convictions.

He was brilliant, charming, courteous, compassionate, concerned about ALL of his constituents, a shrewd opponent, everything that you would want an elected official to be.

I was in Austin on May 1-2, 2005 to participate in the Texas Peace Officer Memorial, and had the honor of walking in and through the House and Senate Chambers. As I did, I snapped a few pictures to bring back to my kids. I was telling them about the huge picture of all the State Reps.. Early this morning I was up making a multimedia CD of the pics I took and placing them in a slide show on CD. The song I used for the background was a bagpipe version of Amazing Grace. Then I received a Breaking news update from the Statesman. I saw the picture and realized that I had just seen his picture on the the wall in the House Chambers. Fellow texans, I ask that you keep Rep. Moreno's family close to your heart in the coming days, and for one day to honor a fellow Texan, we forget that there are Republicans and Democrats and at times we don't always see eye to eye. However, at this time we do. RIP Rep. Moreno. Thank you for what you have done for the State of Texas.
