Philippine authorities said a lone gunman launched an attack early Friday inside the Resorts World Manila Casino in Pasay City. Police found 36 dead people inside the casino.

A Bureau of Fire Protection official told reporters that the victims did not appear to have been shot. Instead, they suffocated inside a room where they had sought refuge. A 37th victim died of an apparent heart attack.

Philippine National Police Chief Ronald de la Rosa told a news outlet that the attack was not related to terrorism. He called it a robbery because the gunman "went straight to the casino chips storage room" and stole more than $2 million in betting chips.

Philippine authorities said that the victims – casino employees and guests – suffocated after inhaling smoke from fires that the gunman had set to the casino tables before killing himself.
