the years I served as executive director of the Connecticut Commission on the Arts (1966-1981) and of the Charter Oak Cultural Center (1992-1999) Keith Carr was a continuing source of my understaning of the cultural priorities of Hartford's Caribbean communities. He knew from his own life's experience
that the arts are an essential ingredient of community expression, liberation and growth, and, despite significant challenges, he stayed true to his belief that Hartford would only be a strong and compassionate city if the cultural
legacies of all its people could be respected and celebrated. He was a gentle ambassador. I will miss him.

Many people wish to serve humanity in a manner that leave a positive lasting impression but very few live up to this high standard. However, we feel very proud that KEITH L. CARR SR.O.M. left us with such a legacy.
As we pause to give honor and thanksgiving for Mr. Carr's great service to this community, lets thank God for his spirit, his determination, his love for our West Indian culture & his willingness to share it with others; his courage, faithfulness and most of all his work to unify the people of Greater Hartford.
