At Ray's memorial service, daughter Nancy remarked that they were a little unsure of Ray's responsibilities at SAFECO. Allow me to fill in the blanks. From the 1970s through most of the 80s, Ray supervised the employee training team. This was an outstanding group of about 6 people who taught new employees the basics of insurance as well as specific skills according to their job assignment (underwriting, marketing, etc.). Every 6 weeks or so 25 to 35 new employees would come to Seattle for basic school, and the return after 8 weeks for department specific training. SAFECO was famous for its excellent traing throughout the industry, in no small measure because of Ray and his team.
Later, during the 90s, Ray became part of Agency Management Services (another group within Education and Training) where he worked as a consultant for agency owners to help them improve their management practices. He traveled quite a bit during this time and would work with around a dozen agencies a year.
Ray really had an impact on many people throughout his career at SAFECO. He is fondly remembered by hundreds, if not thousands of the men and women he helped train, as well as his Education Dept colleagues.

I first meet Ray when I was a college intern in the education and training dept at SAFECO back in the 80's. He was very kind and had a great sense of humor. To the Packard family, you are in my thoughts and prayers.

Ray was a stalwart member of the Education Department at SAFECO for many years. You could say he helped launch a thousand careers in his time. Everyone loved the guy!
I bought a pig from him once. That's right, for a time he and Hilda raised some pigs and when it came time to butcher them, I bought one of them for our freezer.
Ray, you were one of the nicest, most genuine persons I've ever met. I was honored to be associated with you.
