Dr. Willie Walter Bivings, Jr., also known as "Willie B," "Tip Jr.," or "Grandpa (Pa Pa)," was a devoted father, grandfather, physician, mentor, and lifelong servant-leader. He passed away peacefully on July 4, 2025, at the age of 71. He was born in Spartanburg, South Carolina, on June 13, 1954, to Georgie Edna Bivings and Willie Bivings, Sr. He lived a life marked by compassion, excellence, and unwavering dedication to his family, his patients, and his community.

A proud graduate of Morehouse College in 1976, Willie earned his Bachelor of Science in Chemistry, graduating cum laude. He went on to earn his Doctor of Medicine from Meharry Medical College in 1980 and completed his residency in Family Medicine at Howard University Hospital in Washington, D.C., in 1983.

Dr. Bivings practiced medicine for over four decades, specializing in emergency and family medicine across Baltimore and Washington, D.C. He was known not only for his clinical expertise but also for the calm, respectful, and personal care he brought to every patient encounter. He served for nearly 30 years in the Department of Emergency Medicine at Howard County General Hospital until retiring in 2020. However, retirement didn't suit him for long; he soon returned to practice, joining Excelsia Injury Care in Randallstown, Maryland. He held board certification in Family Medicine and was an active member of numerous professional organizations, including the American Academy of Family Physicians and the National Medical Association. He was a proud and lifelong member of Omega Psi Phi Fraternity, Inc., Pi Omega chapter (1993), a brotherhood that reflected his commitment to service, scholarship, and leadership.

Willie was also a passionate supporter of Baltimore sports, and at one point had season tickets to every sports team in the area. Few things brought him as much joy as cheering on the Baltimore Ravens, which held season tickets from the day the stadium opened in 1996. He never missed a concert or Capital Jazz Fest. He was also a frequent traveler when he was not working - he loved to see the world.

He is survived by Kim Blaney Bivings; his two beloved daughters, Tikya Wood Fowler (Dexter) and Jordan Bivings Glover (Evan); three sisters, Althea Tisdale (Ephesian), Doretta Bivings, and Doris Stewart (Mark); brother-in-laws Melvin Blaney, Jr. and James E. Blaney; and six cherished grandchildren Chloe, Deja, Tirzah, Tahirah, Kenneth, and Elliott, who brought him endless pride and joy. He also leaves behind a host of extended family, dear friends, colleagues, and former patients whose lives he touched with kindness and grace.

Dr. Bivings lived with purpose, practiced with integrity, and loved with his whole heart. His legacy of healing, mentorship, and joy will live on through all who were fortunate enough to know him.
