Barnard, Harvey Francis A resident of Jackson, Mr. Barnard returned to the Baton Rouge area after a 20-year absence as a teaching consultant with the power industry in cities across the United States. He was born Sept. 22, 1941, and succumbed to heart failure on Wednesday, May 18, 2005, at a local hospital. He applied his Ph.D. in systems theory to the economy in his recent published book, "Draining the Swamp." He proposed monetary and tax system changes to benefit home ownership and taxpayer fairness. He is survived by his wife, Jean T. Barnard; mother, Beatrice Harvey Barnard; daughter, Dionese B. Gerbrecht, and son-in-law, Jed J. Gerbrecht; a sister, Sue Ellen Barnard Lambeth; and brother, Steven Douglas Barnard. He was preceded in death by his father, Shubby Francis Barnard. A private memorial service will be held Saturday, May 28, at 10:30 a.m. at 23815 Greenwell Springs Road. I'm sorry I didn't know of Mr. Barnard until recently. From what I can infer just from his book title alone, he knew, understood, embraced, and promoted Truth regarding monetary policy and policymakers. I hope his life was an enjoyable one for him and that his NESARA proposal is someday actualized.
