Phylis Welsh

On February 12, 2025, Phylis Helen Welsh (nee Kramer) 84, of Oak Crest Village, beloved widow of Joseph Welsh, peacefully passed away. She was the devoted mother of Patrick Joseph Welsh and Lisa Welsh Dannenfelser, grandmother of Drew, Ryan and Sara Dannenfelser, cousins Nancy Kramer-Moyer and Paul Kramer as well as nephews and cousins.

A native of Brooklyn, New York, Phylis was the only child of Philip Kramer Jr., a military veteran turned Wall Street banker and Dorothy "Dot" Collamore who volunteered for the Red Cross. Phylis earned a full room and board scholarship to attend Academy of the Sacred Heart of Mary in Sag Harbor where upon graduation she proudly served in the convent for seven years before leaving to care for her mother, after her father's sudden passing.

She met her late, devoted husband of 43 years, Joe while teaching in Virginia. Phylis received her Bachelor of Arts from Marymount College and her Master of Liberal Arts from Johns Hopkins University. Phylis loved to teach and taught Latin, Social Studies, Debate and Religion for many years.

Phylis and Joe raised their children in Cockeysville, Maryland. Once empty nesters, they moved to Florida, Pennsylvania, and eventually back to Cockeysville. Phylis was a political and community activist and an advocate for equal rights. Phylis dedicated much of her time to serving others and spent many years as a hospice volunteer at Stella Maris, Marriage Facilitator for multiple Archdioceses, and was involved in the Catholic community of Oak Crest Village.

Phylis loved watching her grandchildren play sports, traveling and going to Orioles' games with the family.

A Memorial Mass of Resurrection will be held at Oak Crest Village Chapel on Friday, February 28 at 10:30a.m. followed by a luncheon at Oak Crest Village. In lieu of flowers, donations made to Stella Maris Hospice, Gilchrist Hospice, or Oak Crest Village Catholic Community.
