Frank Hoadley, State of Wisconsin's long time Capital Finance Director from 1987-2013, passed away earlier this month while vacationing in Scotland with his wife, Elizabeth. He was 77 years of age.

Frank grew up in Gillette, WY and was an avid hunter in his youth. He attended the University of Wyoming and graduated with a Bachelor's Degree in English Literature. He then served as a campus police officer before joining the Laramie police department as a detective. Later, Frank served as the City Manager of Laramie, a position he held for many years. Following his local government career, Frank was an investment banker in Denver, CO. Frank and Elizabeth moved to Madison in 1987 when Frank was hired as Capital Finance Director for the State of Wisconsin. He held that position under four different governors. During his tenure, Frank developed and oversaw numerous finance programs that provided funding for infrastructure projects all over Wisconsin and managed billions of dollars of state assets and funds. Frank was considered the standard bearer of state debt management across the country. He led initiatives for public finance professional groups that benefited Wisconsin and other states and local governments. His wisdom was frequently sought by Federal and state officials. In 2008, Frank was given a lifetime achievement award by The Municipal Forum of New York. His legacy in the public sector is revered. In addition to his tremendous professional success, Frank was most happy spending time at his residence near Lodi, WI, enjoying the many cultural offerings in the Madison area with Elizabeth and their many friends. Frank was also a curious and excited traveler, whether it was back to his stomping grounds in Wyoming or throughout the United States and Europe.

Frank is preceded in death by his father, Joseph; mother, Frances; and his first wife, Myrna Crout. He is survived by his wife, Elizabeth; and daughters: Marci and Jessica; sister, Jeanette; and brothers: David and Clyde.

Frank passed away August 4, 2022 a week after a wonderful family reunion (a "ceiidh") in the Victoria Hall of Dunblane, Scotland. A memorial service will be held Saturday, August 27th at the First Unitarian Society of Madison at 2:30 p.m.

Frank was the first City Manager for whom I worked; he gave me my first city management career opportunity, for which I am grateful. Frank taught me so much about the standards to which city management professionals should adhere, the correct relationship between elected and appointed municipal officials, and a world of knowledge about municipal finance. I will never forget him.

I remember Frank as a mentor when I sat on the GFOA Debt Committee as a new Debt Manager. He was so helpful to me and I remember him with affection.

It was just a yesterday ago - June 5, 2022, to be exact - after a very happy day touring West Point, when Frank sat in front of me here in my Cornwall, NY, apartment and recalled his early, happy memories of Wyoming, his work for the state of Wisconsin, his eager anticipation of summer travels back to Wyoming and forthcoming celebrations with his much loved Elizabeth in Scotland. As sad as we are to have lost the physical presence of this treasure, immeasurably more abides.
