Barbara Scroggins Riggan passed away on January 20, 2022 surrounded in love with her family by her side.
It would be wrong to say that Barbara lost her battle with Multiple Myeloma because she never stopped fighting. No matter how sick she was, she always kept going. When anyone else would have broken, Barbara stayed strong. Through her, we know what resilience and perseverance truly look like. There was no quit in Barbara.
Born in Tennessee and raised in North Carolina, Barbara was a true southern gem and loved her people fiercely. Barbara - or Babs, as she loved to be called - was a beloved member of the Jacksonville community. She was a member of San Jose Baptist for over forty years. She gave her time teaching Sunday school, children's choir, serving on numerous committees, and participating in women's groups. Barbara was a longtime employee of Blue Cross Blue Shield of Florida. During her career at Blue Cross she served as Board of Directors Coordinator and Blue Foundation Grants Coordinator. After her retirement she continued to find ways to care for others. She volunteered at Baptist South giving comfort to families during critical times. Barbara also worked part time at Hardage-Giddens Funeral Home Mandarin Chapel. Telling people you work at a funeral home might get you some odd looks, but if you knew Barbara at all this was the perfect place for her comforting smile and reassuring ease.
Barbara was preceded in death by her parents, Audrey and Amy Scroggins, and her sister, Helen Barnes. She is survived by her husband of 43 years, James Riggan and her children, Katie Riggan and husband Alex Hannah, Amy Riggan and James Hodgins, and her stepson Donnie Riggan; and twin brother James Scroggins.
In lieu of flowers the family requests those who wish to express sympathy to consider making a donation to Vietnam Veterans of America or their favorite charity in Barbara's name.

I have no words to adequately express my feelings for Barbara. She was a wonderful person and a dear, true, forever friend. Loved her smile, her personality, the dimple in her chin, and her dry sense of humor. So thankful to have worked with her for so many years at BCBSF. My thoughts and prayers are with her family. Fly high, my friend. I will remember you always.

It is with deepest sympathy that we received this news over the weekend. Our hearts and prayers go out to the Riggan family, who we had the pleasure of meeting when are daughter and Amy started school at Beauclerc Elementary. God Bless your family at this difficult time.

Barbara was much more than the wife of my Brother-In-Law, she was the big sister I never had. Her smile would light up any room and her laugh could make everyday brighter. Even though there were several states between us we were always close in our thoughts and hearts. Rest In Peace my Sister, I will always remember your sweet soul
