Betty Wilhelm Horton, 64, of Austin, Texas, passed away on November 29, 2015 while on vacation in Hawaii. Betty was born on July 21, 1951 to Johnnie Lee and Nila Ruth Wilhelm in Dallas, Texas. She graduated from South Garland High School in 1969, then earned her bachelor's degree and Master of Public Administration from Texas State University. In 1972, she married her high school sweetheart, Maxwell Davis (Dave) Horton. They had two daughters, Kelly Horton Montiville and Shana Horton. Betty worked for several members of the Texas House of Representatives from 1975 until her retirement in 2013 (19 legislative sessions, possibly a record). She influenced countless pieces of legislation that impact the lives of Texans every day; but perhaps more importantly, she was a mentor and friend to generations of Capitol staff members. Betty resided in the Westlake Hills area for 35 years and was a member of Westlake Hills Presbyterian Church. Though she could speak fluently on any public policy issue, she was most proud of her role as a mom and grandma to her two talented children and precious granddaughter. In her retirement, she enjoyed traveling with Dave, including trips to Alaska, Costa Rica, Scotland, England, France, Italy, a river cruise from Amsterdam to Budapest, and across the U.S. She was on vacation when she passed away, doing one of the things she loved the most – snorkeling in Hawaii. Betty was preceded in death by her father, Johnnie Wilhelm. She is survived by her husband of 43 years, Dave Horton, her daughters, Kelly and Shana, her mother, Nila Wilhelm, her siblings, Carol Martin, Johnnie Lee (Jay) Wilhelm II, and Lisa Henry, her beloved granddaughter, Georgia Montiville, and countless other family members and friends. A memorial service will be held at Westlake Hills Presbyterian Church on Bee Caves Road at 1:30 p.m. on Sunday, December 6. To honor her memory, Betty asked that memorial donations be made to Service Dogs, Inc. (www.servicedogs.org). Betty worked with the organization in 1995 to pass a law providing greater protection to Texas service dogs.

Here is a view Betty saw the evening before she passed away. We were all exploring Volcano Nat'l park. She was doing great and having a wonderful time. We sat together on the deck of the condo almost every evening watching the beautiful sunsets. Several times she related how she and Dave were making a point to travel as much as possible and live each day to the fullest. She said several times that you never know how much time you have left here on earth. A half hour before she passed out she was standing on the bow of the speeding snorkel boat, watching the porpoise gracefully and joyously ride our wake as the sun set into the ocean. She was almost child like in her enthusiasm for living life. She was a joy to have around and I am grateful that my Daughter got to spend time with her one more time. Suddenly gone, she passed peacefully into our Lords loving arms.
Betty, You will be forever in our hearts.

My heart goes out to the Horton family. I enjoyed everytime I did Betty's hair. She was such a loving giving client and friend. I did her hair for years and she was so loyal. She was always so positive and knew the right things to say. She loved her family so much and of course her little Georgia Peach. May God be with you all in this hard time. I will miss her so much. My deepest sympathy.

Just this past Friday, I was in Bastrop on legislative duty and a man came up to me and said he used to work at the Capitol...asked me if I knew a lady named Betty Horton...I said of course and then I had to relay the news...but he said she was a GEM and had helped him many times ...surprise, surprise. She was my first boss, first friend in the pink dome...everyone went to her with questions or advice...she was an amazing friend and I will miss her so much. I loved her intensely.

I've only known Betty a few short years, but it never felt that way. She was so warm and welcoming from our very first meeting, and she went above and beyond to make me feel part of the family. Although far too short-lived, I'm blessed to have shared memories with her while we had the chance. My heart goes out to all the family and friends whose lives Betty touched over the years.

Gone way to soon, sweet cousin; we will miss you so. I looked up to Betty my entire life. And, what an exemplary life she lived! Betty was loved and admired by so many.
